Weekly News Check-In 4/9/21

Welcome back.

Just as we were posting last week’s Check-In, news broke that the Massachusetts DEP revoked Palmer Renewable Energy’s air quality permit – effectively killing the proposed biomass generating plant in Springfield. It was huge news and a victory for environmental justice, and now we’ve included some of the best articles on that important story.

The Weymouth compressor station is similar. It is a large piece of polluting infrastructure inappropriately located adjacent to vulnerable communities already burdened by long exposure to industrial toxins. It is staunchly opposed by residents of Weymouth and surrounding towns, under attack from every politician from Massachusetts’ two Senators down to local Mayors and City Councillors, and currently under review by a Federal Energy Regulatory Commission newly concerned with environmental justice issues and climate change. So Tuesday’s large, unplanned gas release (3rd in eight months!) energized the opposition and raised hopes that this project, too, will be scuttled soon.

The concepts of equity, justice, and addressing the legacy of environmental racism are informing everything from suggestions on how best to build out electric vehicle infrastructure to how the Environmental Protection Agency sets enforcement priorities. These head-spinning changes have all occurred since January 20th, when a departing President Trump left behind a wasteland of hollowed out and demoralized government agencies and told us to “have a nice life”.

Something else to make corporate polluters nervous: environmental and climate advocates and a growing number of world leaders are calling for the designation of a new crime that can be prosecuted in the International Criminal Court in The Hague. Ecocide involves the kinds of far-reaching environmental damage that are driving mass extinction, ecological collapse and climate change.

There’s been a lot of press lately touting hydrogen as the key to our clean energy future, and we’ve been cautious about accepting it as anything more than hype. New analysis from Norwegian energy research house Rystad Energy concludes that batteries are much better positioned as the clean energy foundation – and hydrogen will only assume that role if batteries fail to live up to their potential.

A few weeks ago, we ran a story about how difficult it is to purchase a new refrigerator with climate-friendly refrigerant. We are pleased to offer this update, along with a link to Energy Star’s new list. It’s now possible in the U.S. to know you’re buying a non-HFC fridge!

We keep track of pipelines, and this week’s focus is on Enbridge’s Line 5. Michigan Governor Gretchen Whitmer ordered it shut down by May 12, and Enbridge says it will not comply. The Straits of Mackinac are set to be the scene of a complicated international showdown over fossil energy, where the stakes include the potential for catastrophic pollution of the Great Lakes.

Our own Rose Wessel addressed some of the issues and misinformation circulating about peaking power plants, and explains how these expensive, polluting relics can be replaced with clean energy alternatives. We also take a look at resistance from gas utilities to implementing new safety rules developed in the aftermath of the 2018 Merrimack Valley disaster, as necessary to protect the public.

Mass. Revokes Air Permit For Controversial Biomass Facility In Springfield

In a big win for public health and environmental justice advocates, the Massachusetts Department of Environmental Protection has revoked a key air permit for a controversial proposed biomass plant in Springfield.

The permit for the Palmer Renewable Energy facility — technically called the “Final Plan Approval” — was issued almost nine years ago, and according to the state, was revoked because of a lag in construction activities as well as major public health and environmental justice concerns.

Springfield City Councilor and long-time opponent of the Palmer facility, Jesse Lederman, praised the decision and called it “welcome news in the City of Springfield.”

“The days of polluters being rubber stamped in communities like ours are over,” he said in a statement. “For too long communities like ours have been targeted by out of town developers seeking to get rich at the expense of the public health and environment of our children, seniors, and all residents, leading to generations of concentrated pollution and health and environmental inequities.”

First proposed in 2008, the 35 megawatt Palmer facility drew immediate public ire, but managed to receive a series of permits and green lights from local and state regulators. It got its final air permit from MassDEP in 2012 and was supposed to begin construction soon after.

In a letter accompanying the permit revocation, Michael Gorski of MassDEP explained that while there are some signs of pre-construction activities at the site, the company has not meaningfully “commenced construction.” Under state law, MassDEP can rescind a project’s final permit if it doesn’t begin construction within two years, or if it puts construction on pause for more than a year.

“The revocation of the approval for the Palmer biomass plant is a victory for Springfield residents, the health of our communities, and our fight for a livable planet,” Sens. Ed Markey and Elizabeth Warren said in a joint statement. “We are thrilled to celebrate this victory with the Springfield residents who fought so passionately against it. Today’s decision will save lives.”

If built, Palmer would have been the state’s only large-scale biomass plant and would have burned about 1,200 tons of waste wood per day in the heart of a state-designated environmental justice community. Nearly one in five children in Springfield have asthma; the air quality is so poor that the Asthma and Allergy Foundation of America has ranked it the “Asthma Capital” of the country.

Massachusetts Revokes Permit for Springfield Biomass Plant

In a major victory for Springfield residents and for environmental justice, the Massachusetts Department of Environmental Protection (MassDEP) has revoked the permit for the long-contested Palmer Renewable Energy 42-megawatt biomass power plant in Springfield, Massachusetts.

While MassDEP based its April 2nd decision on a technicality – the permit is nearly a decade old and the developers have still not begun construction on the plant – the real reason behind this move is far more significant:

“MassDEP has determined to exercise this authority due to the amount of time that has elapsed since issuance of the PRE Final Plan Approval, more recent health-related information, and the heightened focus on environmental and health impacts on environmental justice populations from sources of pollution during the intervening years.”

It took a long time for state officials to hear what the project’s opponents have been saying all along, but it’s clear they finally got the message: Stop treating Springfield as an environmental sacrifice zone.

After years of protests, the state Department of Environmental Protection on Friday revoked a critical air permit for a massive wood-burning power plant proposed to be built in Springfield, which opponents said would pollute the city and contribute to climate change.

In a five-page letter, state officials cited potential adverse health impacts in rejecting plans for the state’s largest commercial biomass plant, which was expected to burn nearly a ton of wood a minute and emit large amounts of fine particulate matter, and other harmful pollutants.

Noting the “strong opposition” from residents in Springfield, which has among the nation’s highest rates of asthma, environmental regulators said their decision was based on a “heightened focus on environmental and health impacts on environmental justice populations from sources of pollution.”

The link between environmental factors and heightened risk to the coronavirus also played a role in their decision.

“With COVID-19 rates particularly high in Springfield, there is increased concern, given multiple studies establishing a relationship between low-income and minority communities with elevated air pollution levels and increased severity of disease and/or mortality,” wrote Michael Gorski, director of the department’s offices in Western Massachusetts.

Officials at Palmer Renewable Energy, which proposed building the 42-megawatt incinerator, did not respond to requests for comment.

Local residents and environmental advocates, who have lobbied against the plant for years, cheered the decision.

“For too long communities like ours have been targeted by out-of-town developers seeking to get rich at the expense of the public health and environment of our children, seniors, and all residents, leading to generations of concentrated pollution and health and environmental inequities,” said Jesse Lederman, a city councilor and outspoken critic of the plant who chairs the city’s sustainability and environment committee. “The days of polluters being rubber-stamped in communities like ours are over.”

Laura Haight, policy director for the Partnership for Policy Integrity, a Pelham-based advocacy group that opposes biomass, called the state’s decision “a huge victory” for environmental justice.

“Hopefully this will be the final nail in the coffin for this ‘zombie’ plant,” she said, noting that it had been in the planning stages for more than a decade. She said provisions in the state’s new climate law, which Governor Charlie Baker signed last month, made it unlikely that the developer could find another way to build the plant.

Weymouth Compressor Reports Another ‘Unplanned’ Gas Release. Third Time In 8 Months

On Tuesday morning, the Weymouth Natural Gas Compressor Station released a large quantity of gas into the air above the facility. The cause of the unplanned release remains unclear, but the company that owns and operates the facility, Enbridge, said it’s “continuing to gather information.”

Under state law, Enbridge is required to notify state and local officials if it vents more than 10,000 standard cubic feet of gas — an amount roughly equivalent to what the average U.S. home uses in two months.

According to Enbridge spokesman Max Bergeron, the gas was released “in a controlled manner” through the compressor station’s tall vent stack and “the safety of the facility and surrounding area were not impacted by this occurrence.”

But opponents of the compressor like Alice Arena of the activist group Fore River Residents Against the Compressor (FRRACS) are skeptical. Big gas releases like this “don’t instill confidence in safety at all,” she said, adding that perhaps federal regulators should have some sort of “three-strikes rule” for problematic facilities

This is the third unplanned gas release in the last 8 months. The first — on Sept. 11, 2020 — occurred after an O-ring gasket failed and workers had to manually shut down the compressor. The second — on Sept. 30, 2020 — occurred after the emergency shutdown system loss power and automatically shut itself down. In both cases, the total amount of gas vented turned out to be much higher than initially reported

Massachusetts politicians push to shutter Weymouth gas compressor station after third unplanned release of gas

Ahead of a deadline Monday evening, gas companies and industry groups rushed to tell federal regulators that a controversial Weymouth gas compressor station should be allowed to continue operating despite its rocky history, arguing the site was safe and critical to the country’s energy infrastructure.

Then, around 9:37 a.m. Tuesday morning, the site spewed at least 10,000 standard cubic feet of natural gas into the surrounding neighborhood, its third unplanned release in just eight months.

That incident comes at a crucial moment for the compressor station as federal regulators take a rare second look at its safety protocols and community impact. And it triggered a new wave of condemnations from top Massachusetts politicians, who say the only appropriate course of action is to shutter the site immediately.

“Every accident at the Weymouth Compressor Station endangers the lives and health of local residents and surrounding communities and these so-called blow outs have become a dangerous pattern of releasing harmful gas into the nearby residential neighborhood,” said US Representative Stephen Lynch, a Democrat who represents Weymouth. “It is completely unacceptable to allow Enbridge to continue their operations.”

Environmental activists and prominent politicians have been fighting the site for years, saying it brings unnecessary danger to a densely populated South Shore neighborhood.

After the latest release, and amid a federal review launched under a presidential administration that has called environmental justice a priority, activists hope this time the plant will be closed permanently.

Alice Arena, head of the Fore River Residents Against the Compressor Station group that has long protested the Weymouth site, said she’s “waffling between my regular pessimism and optimism.”

The timing of the incident feels less like coincidence than “karma,” she said.

“It seems as though every time they’ve had an accident it’s been at a tipping point,” Arena said. She pointed to a previous unplanned release last fall, which came just days before the facility was set to begin full operations.

“Instead, they ended up with a shutdown order,” she said wryly. The three gas releases show that operators are too reckless to continue work in the area, she said.

Can a pipeline company defy a governor’s orders? Gretchen Whitmer is about to find out.
The ongoing battle between North America’s largest mover of oil, Enbridge Energy, and the state of Michigan.

As governor, Gretchen Whitmer vowed to provide clean and affordable drinking water for the Great Lakes state of Michigan. Last year, she implemented a statewide moratorium on water shutoffs to provide relief during the COVID-19 crisis, allocated $500 million dollars for improving water infrastructure, and in November stood by a campaign promise when she ordered Enbridge Energy to shut down its Line 5 pipeline, which carries crude oil and natural gas liquids under the Great Lakes from western Canada to Michigan and on to eastern Canada.

Whitmer’s order gave Enbridge until May 12 to shut down Line 5. But the company has so far refused to comply, leading to a showdown between the biggest mover of oil in the United States, Enbridge, and one of the country’s emerging political leaders on climate, over land in her own state.    

A review by the Michigan Department of Natural Resources last year found that Enbridge has repeatedly violated requirements laid out in the 1953 easement that allowed it to build the pipeline, with infractions varying from not having the required support on the lake bed to inadequate corrosion control. Whitmer said in a press release that Enbridge “failed for decades to meet these obligations under the easement, and these failures persist and cannot be cured.” 

Her order to shut down the pipeline follows years of concern from researchers, activists, and policymakers that Line 5 could seriously threaten Great Lakes fisheries and drinking water. The National Wildlife Federation found that the pipeline has spilled over 1 million gallons of oil and natural gas liquids in an estimated 30 spills to date. “Every day that pipeline lays on the lakebed, we’re a day closer to a catastrophe,” said David Holtz, an activist and coordinator for Oil and Water Don’t Mix, a coalition of Michigan organizations fighting to shut down Line 5 and support a clean energy transition.

Since Whitmer’s closure order in November, Enbridge has sued the state of Michigan on the grounds that it doesn’t have authority over the company because Enbridge is regulated federally by the Pipeline and Hazardous Materials Safety Administration, or PHMSA. Enbridge has also stated outright that it will defy the governor’s orders. “We do not plan to shut down Line 5 unless ordered by a court or PHMSA, which we view as highly unlikely,” a spokesperson for the company told Grist. Among its stated reasons for refusing to shut down are concerns over energy security for Michigan and Canada and the increased environmental impact from alternative modes of transporting propane. The pipeline supplies between 55 to 65 percent of Michigan’s propane needs.

For the shutdown to go into effect, a state or federal court would need to rule in Whitmer’s favor. If the case is sent to state court, Shroeck said, Enbridge could appeal that decision, therefore sending it to a federal court of appeals, whereafter it could be years before a decision is reached. In the meantime, Enbridge would be able to continue operating without penalty. 

The U.S. portion of the pipeline that crosses under the Mackinac straits is the worst possible location in the Great Lakes for an oil spill. A 2016 study by researchers at the University of Michigan found that because of the turbulent waters and switching directions of the current, a Line 5 oil spill could potentially contaminate more than 700 miles of Great Lakes shoreline.

States, utilities must ensure equitable investment in electric vehicle infrastructure, new report warns

Only a few states and power companies are taking steps to ensure low- and moderate-income communities and communities of color benefit from the transition to electric vehicles, according to a new report from the American Council for an Energy-Efficient Economy (ACEEE).

The study, published Tuesday morning, examined 36 states where utilities have filed transportation electrification plans, and concluded only six have some form of equity mandate or consideration.

“Without strong policies in place, you could see a big round of ratepayer-funded charging investments going disproportionately to communities that least need the support,” said Peter Huether, ACEEE’s senior research analyst for transportation and author of the study.

Exclusive: EPA reverses Trump stance in push to tackle environmental racism
Environmental Protection Agency launches crackdown on pollution that disproportionately affects people of color

Michael Regan, head of the US Environmental Protection Agency, has sought to revive the effort to confront environmental racism by ordering the agency to crack down on the pollution that disproportionately blights people of color.

On Wednesday, Regan issued a directive to EPA staff to “infuse equity and environmental justice principles and priorities into all EPA practices, policies, and programs”. The memo demands the agency use the “full array of policy and legal tools at our disposal” to ensure vulnerable communities are front of mind when issuing permits for polluting facilities or cleaning up following disasters.

The directive states there should be better consultation with affected communities and indicates the EPA will be tougher on companies that violate air and water pollution mandates. Regan’s memo calls for the EPA to “strengthen enforcement of violations of cornerstone environmental statutes and civil rights laws in communities overburdened by pollution”.

Enforcement of pollution violations dropped steeply under Donald Trump’s administration, with the EPA even suspending routine inspections of facilities while the Covid-19 pandemic raged in the US last year.

A lack of federal intervention further exacerbated a longstanding inequity where poorer people and communities of color in the US are far more likely to be exposed to dangerous pollutants. The pandemic has further worsened this situation, with research showing that people with chronic exposure to air pollutants have suffered worse outcomes from Covid.

Years of discriminatory decisions over the placement of highways and industrial facilities have led to Black people being exposed to 38% more polluted air than white people, with exposure to toxins from cars and trucks in parts of the US two-thirds higher than for white people. Black children are five times more likely to be hospitalized from asthma than white children.

In 1948, after Nazi Germany exterminated millions of Jews and other minorities during World War II, the United Nations adopted a convention establishing a new crime so heinous it demanded collective action. Genocide, the nations declared, was “condemned by the civilized world” and justified intervention in the affairs of sovereign states. 

Now, a small but growing number of world leaders including Pope Francis and French President Emmanuel Macron have begun citing an offense they say poses a similar threat to humanity and remains beyond the reach of existing legal conventions: ecocide, or widespread destruction of the environment.

The Pope describes ecocide as “the massive contamination of air, land and water,” or “any action capable of producing an ecological disaster,” and has proposed making it a sin for Catholics. 

The Pontiff has also endorsed a campaign by environmental activists and legal scholars to make ecocide the fifth crime before the International Criminal Court in The Hague as a legal deterrent to the kinds of far-reaching environmental damage that are driving mass extinction, ecological collapse and climate change. The monumental step, which faces a long road of global debate, would mean political leaders and corporate executives could face charges and imprisonment for “ecocidal” acts.

Projected Surge of Lightning Spells More Wildfire Trouble for the Arctic
A major climate shift in the High North is sparking fires that can release huge amounts of greenhouse gases from tundra ecosystems, where fires have been rare until recently

With the Arctic warming at up to three times the pace of the global average, more lightning storms will invade the High North, igniting wildfires that release carbon dioxide and speeding the transition of flat mossy tundra to brush and forest landscapes that absorb more solar heat energy.

Yang Chen, an Earth scientist with the University of California, Irvine and lead author of a study released today in the journal Nature Climate Change that projected the increases in lightning strikes, said the findings were somewhat unexpected, and intensify wildfire concerns in the High North because lightning is the main ignition source in the Arctic.

“The size of the lightning response surprised us because expected changes at mid-latitudes are much smaller,” he said. More lightning-caused fires would speed a vicious circle of climate-warming changes already under way in vast areas of tundra and permafrost across Siberia and Alaska, he added.

A surge in the frequency of large Arctic fires in the last five years spurred the research, which is based on 20 years of NASA satellite data showing the relationship between lightning and the climate, he said. 

Linking that data with climate projections through 2100, the scientists estimated the number of lightning strikes will grow by about 40 percent for every 1.8 degrees Fahrenheit of warming. By late in the century, the IPCC projects the Arctic could warm by 4.5 degrees to 8 degrees Fahrenheit, depending on emissions.

The study also shows that the region that experiences lightning will shift, with future flash rates in the far northern tundra areas equal to the current rate in boreal forests, 300 miles to the south. 

The increase may cause “a fire-vegetation feedback whereby more burning in Arctic tundra expedites the northward migration of boreal trees,” that will absorb more heat from the sun, accelerating the Arctic cycle of warming,” the authors wrote in the study.

H2 uh-ohFor hydrogen to dominate the low-carbon world, batteries must fail

Hydrogen has the potential to help bring more than half of the world’s emissions down to zero, but to reach that potential it requires aggressive government support, a dramatically improved value chain – and it needs batteries to fail.

That last point is one of the most striking findings in a new series of reports by Norwegian energy research house Rystad Energy, the last of which, on the “battery society”, was released last week.

The reports examine three solutions to the problem of storage in an energy system dominated by wind and solar: carbon capture and storage, hydrogen and batteries.

They conclude that battery technology is the most powerful of the three, having the potential to help reduce to zero 78 per cent of the world’s emissions. CCS could potentially help reduce 62 per cent of the world’s emissions, though it is the least practical of the three.

Hydrogen could help reduce 51 per cent of the world’s emissions, but to reach that level it would need to be used in areas where batteries currently have a big edge, such as electric vehicles and electricity grid support.

The race between hydrogen and battery technology is the latter’s to lose, the report argues. Batteries are not especially reliant on either dramatic policy changes, such as aggressive carbon pricing; or on rapid development in the value chain.

“An important advantage of the Battery Society is the fact that battery manufacturers must only rely on themselves to ramp up battery supply and bring the Battery Society to fruition,” the report says. “The CCS and Hydrogen Societies, on the other hand, are dependent on policy changes and cost developments in other parts of the value chain.

The change came after I went out of my way to buy a green fridge, only to have a climate bomb delivered to my house.

The U.S. Environmental Protection Agency and leading appliance manufacturers have finally released key chemical refrigerant information that makes it easier for consumers to purchase climate-friendly refrigerators. 

Until the past few years, it’s been virtually impossible to buy a full-sized refrigerator in the United States that uses climate-friendly refrigerants like isobutane. The vast majority of refrigerators came with hydrofluorocarbons (HFCs), chemical refrigerants that are thousands of times more potent at warming the planet than carbon dioxide. 

For environmentally conscious consumers who wanted to purchase climate-friendly refrigerators, like me, it’s been difficult, if not impossible, to know which was which. As I found out the hard way, it seemed as if the manufacturers themselves didn’t even know.

But now, after I told the story last month of ordering an environmentally friendly fridge, only to have a climate bomb delivered to my house, two leading manufacturers have for the first time released lists of dozens of HFC-free refrigerators that they produce.

Meanwhile, the EPA’s Energy Star program has published its first concise list of all refrigerators that use climate friendly refrigerants.

In its first year, a city ordinance requiring energy audits prior to home sales resulted in more than 6,200 reports disclosing the conditions of windows, insulation, and heating systems for prospective buyers and new owners.

Minneapolis saw near-perfect compliance and few complaints during the first year of a new ordinance requiring energy audits prior to all home sales.

The city’s residential energy benchmarking program generated more than 6,200 reports disclosing the conditions of windows, insulation and heating systems for prospective buyers and new owners. The information is also publicly available online.

That’s more than six times the number of home energy audits typically conducted each year through a voluntary program.

“That’s an incredible gamechanger,” said Kim Havey, the city’s sustainability director, “but we need to be able to do that each and every year if we are going to be able to meet some of our goals for climate change.”

Sellers complied with the requirement for 95% of listings, but the city doesn’t yet have data on how the audits are affecting the housing market. Real estate agents said it’s unlikely energy efficiency is a deciding factor given how quickly homes are selling, but the reports could provide a useful roadmap for future home improvements — and in at least a few cases they have already spurred projects.

To the editor: In response to a recent letter about Berkshire Environmental Action Team’s campaign to put “peaker” plants in the past, it’s not surprising to see a restating of the false choices frequently proposed by the fossil fuel industry (“Letter: Environmental group misguided to target Berkshire ‘peaker’ plants,” Eagle, March 26).

It’s true that the sun doesn’t always shine and wind doesn’t always blow, as renewable energy detractors like to point out. And while it’s true that emissions from burning natural gas are roughly two-thirds that of oil or half that of coal, the truth is also that burning gas still creates dangerous fine particulate emissions as well as nitrogen oxides and sulfur oxides. For the five percent of the time that the Pittsfield generating plant actually runs, it generates 15 percent of Pittsfield’s total annual stationary emissions.

One of the other fallacies in the author’s statement is that renewable energy would require cutting trees. I’m not sure if his reference was to biomass, which is not renewable in any realistic time scale and produces emissions roughly equivalent to coal, or if his assumption is that the only place to put solar panels is in the middle of forested land. BEAT does not support either of those options.

Understanding why fossil fuel peaker plants are no longer a valid option in the face of climate change requires consideration of modern options. Deployment of our state’s aggressive energy efficiency programs and other peak shaving options like demand response programs have already sharply reduced peak demand events on our region’s power grid and saved program participants significant sums in reduced energy costs.

When the wind blows and sun is shining, energy can be stored in grid-scale battery installations. It can also be stored in individual buildings like schools, town offices and other key municipal locations, commercial and industrial locations, multi-unit rental properties and even individual homes. This not only allows renewables to be installed on rooftops and over already disturbed grounds like parking areas, as they should be, but allows for thousands of “virtual power plants” to supply energy during peak demand, outages or whenever customers prefer to not draw power from the grid.

Gas industry says new rules not needed

BOSTON — A gas industry official told regulators Thursday that proposed rules requiring a professional engineer’s approval of certain projects may be unnecessary because gas companies already follow heightened standards.

State regulators are hammering out rules that mandate an engineer’s stamp on plans for “complex” projects that could pose a risk to public safety. The new rules stem from a 2018 law passed in response to the Merrimack Valley gas disaster.

The state Department of Public Utilities, which is drafting the rules, held an online hearing Thursday where an industry representative said utilities have since adopted guidelines, known as Pipeline Safety Management Systems, that make the new regulations unneeded.

Jose Costa, vice president of operations service at the Northeast Gas Association, said those guidelines include an engineering requirement that “provides another layer of protection that was not in place prior to 2018.”

“Some of the proposed prescriptive requirements in this rule-making are already being addressed through other methods and programs,” he told the panel.

Utilities, including National Grid and Eversource, have complained that the proposed regulations will be too costly, and that they are unnecessary.

Utilities have lobbied to limit the kinds of projects that must get an engineer’s sign-off, and submitted a litany of proposed changes to the rules ahead of Thursday’s hearing.

Brendan Vaughn, an attorney representing the utilities, made no mention of those requests Thursday but told regulators his clients “look forward to working with them.”

Meanwhile, an engineering group cautioned against excluding certain types of gas projects from review.

“While there may be instances in which a licensed engineer is not needed, I urge caution in defining those instances too broadly,” Anthony Morreale, president of the Massachusetts Society of Professional Engineers, wrote to regulators.

Gas industry officials have also raised concerns about a shortage of engineers who specialize in utility work, warning that delays could result.

But Morreale noted more than 15,000 licensed professional engineers are working in Massachusetts.

“I respectfully suggest that decisions about public safety should not be made based on the purported availability or not of personnel, but rather that companies tasked with upholding public safety adjust recruitment and hiring practices to ensure they are appropriately staffed,” Morreale wrote in an April 1 letter.

It was Thursday, October 22, 2020, when the crew aboard the Transocean Deepwater Asgard, an ultra-deepwater rig in the Gulf of Mexico, started monitoring a weather disturbance in the nearby Caribbean Sea that bore the tell-tale signs of a forming hurricane.

But the Asgard, which was drilling an oil well in the waters about 225 miles south of Baton Rouge, Louisiana, had other pressing matters to deal with. That same day, the oil well it was drilling more than a mile below the water’s surface experienced a kick — an eruption of oil, gas, or other fluids from deep underground up the drill pipe. If not properly controlled, this type of incident can sometimes lead to a blowout.

Kicks aren’t necessarily all that uncommon during offshore drilling. What happened over the following week, however, not only left the crew of the Asgard in deadly peril and caused over $5 million in damages to the ship and its equipment, but also, according to experts, risked an oil spill potentially several times the size of the largest oil spill in U.S. waters.

Events out to sea on the Asgard received little or no media attention at the time. An investigation by DeSmog reveals how close the Gulf Coast may have been to a major oil industry disaster this past fall.

“This could easily have become another Deepwater Horizon catastrophe,” said Rick Steiner, a marine conservationist and former professor at the University of Alaska whose background includes advising on the response to that spill, the Exxon Valdez, and many others worldwide. “Secretary [of the Interior Deb] Haaland should order a comprehensive independent inquiry into the Deepwater Asgard incident, the failures leading up to it, and what needs to be done to prevent another such near casualty in the future.”

Analysis: Fossil Fuel Tax Programs to Cut Emissions Lead to Lots of Industry Profit, Little Climate Action

The fossil fuel industry and its investors have financially benefited from tax policies and subsidies designed to reduce the emissions from oil, gas, and coal — sometimes without taking the action required to tackle climate change.

Recently, claims have been surfacing of companies taking the taxpayer money offered to incentivize these actions but not following through on reducing their emissions. In March, for example, Reuters reported that Congress has opened an investigation into problems with the government’s “clean coal” tax credit. This is after Reuters revealed that financial institutions, including Goldman Sachs, were making huge profits off the program, despite it not effectively reducing emissions.

Now, companies such as ExxonMobil are lobbying against transparency efforts when it comes to reporting their emissions for an existing carbon capture tax credit.

And the industry is also increasingly calling for a national carbon tax to be introduced. In March, the American Petroleum Institute (API) said it supports efforts to put a price on carbon — this is a reversal from its position a decade ago when it was opposed to a bill that would have introduced a cap and trade program to limit carbon emissions.

Introducing a carbon tax would allow polluters to continue to produce carbon, they would just have to pay a price to do so.

These market-based approaches to limiting climate emissions, however, raise concerns about their overall effectiveness. They provide an opportunity for companies to reap the financial benefits of climate action without actually delivering the emission reductions. This makes them incredibly popular with the fossil fuel industry.

“It’s naive of us to think that all of a sudden the oil and gas industry is going to put forward policies that are going to keep fossil fuels in the ground,” Jim Walsh, senior energy policy analyst for environmental NGO Food and Water Watch, told DeSmog.

The fossil fuel industry continues to use a long list of deceptive tactics to conceal environmental destruction that harms Black, Indigenous, and People of Color (BIPOC) and low-income communities.

That’s the top finding of a newly released NAACP report titled “Fossil Fuel Foolery.” The report identifies 10 tactics that polluters, industry lobbyists, and politicians often deploy to deflect accountability for the impacts of fossil fuel production and pollution on the environment and human health.

This report updates material on fossil fuel industry influence tactics that the NAACP published in 2019.

Many of the industry’s tactics are familiar, such as obscuring or denying the true effects of pollution. In one glaring instance, a firm named Mobile Gas did not report a 2008 Alabama spill of tert-butyl mercaptan, a chemical that is mixed with natural gas to give it an odor that can help with detecting leaks. The spill probably contributed to respiratory ailments and other health problems affecting nearby residents of a mostly Black and working-class community. Years later, Mobile Gas maintained that the amount spilled was “safe.”

Another top-ten industry tactic identified by the NAACP is to “co-opt community leaders and organizations and misrepresent the interests and opinions of communities,” sometimes with financial support, to “neutralize or weaken public opposition.”

Utilities have lavished donations on churches, nonprofits, and advocacy organizations to obtain local community buy-in on pollution-generating projects, or to stifle the push towards renewable energy. In a situation that directly affected the NAACP itself, the utility Florida Power & Light donated roughly $225,000 to the group’s Florida state chapter between 2013 and 2017. The donations alarmed the national organization when the Florida chapter began repeating industry talking points against the growth of solar energy in the state, and helped spur the NAACP’s initial 2019 report.

Fossil fuel companies and their allies also try to shift blame onto the very communities affected by pollution to distract from the impact of industry operations, the NAACP found.

This Peeler Did Not Need to Be Wrapped in So Much Plastic
Amazon must become a leader in reducing single-use packaging.

The year 2020 may have been heartbreaking for most humans, but it was a good one for Jeff Bezos and Amazon. His company’s worldwide sales grew 38 percent from 2019, and Amazon sold more than 1.5 billion products during the 2020 holiday season alone.

Did you need a book, disposable surgical mask, beauty product, or garden hose? Amazon was probably your online marketplace. If you wanted to purchase a Nicolas Cage pillowcase or a harness with leash for your chicken, Amazon had your back (They’re #17 and #39 on a 2019 Good Housekeeping list of the 40 ‘weirdest” products available on the website “that people actually love.”) From pandemic misery came consumer comfort and corporate profit.

And plastic. Lots and lots of plastic.

In 2019, Amazon used an estimated 465 million pounds of plastic packaging, according to the nonprofit environmental group Oceana. The group also estimated that up to 22 million pounds of Amazon’s plastic packaging waste ended up as trash in freshwater and marine ecosystems around the world. These numbers are likely to rise in 2021.

The magnitude of plastic packaging that is used and casually discarded — air pillows, Bubble Wrap, shrink wrap, envelopes, bags — portends gloomy consequences.

These single-use items are primarily made from polyethylene, though vinyl is also used. In marine environments, this plastic waste can cause disease and death for coral, fish, seabirds and marine mammals. Plastic debris is often mistaken for food, and microplastics release chemical toxins as they degrade. Data suggests that plastics have infiltrated human food webs and placentas. These plastics have the potential to disrupt the endocrine system, which releases hormones into the bloodstream that help control growth and development during childhood, among many other important processes.

Weekly News Check-In 12/31/20

Welcome back.

We’re bidding good riddance to 2020 and wishing everyone a healthy and bright new year. But to properly send this awful year on its way, we need to focus now and act on the urgent threat that the commercial use of woody biomass represents for both health and climate. The Massachusetts legislature will decide in the next week whether roll back existing science-based restrictions and qualify this dirty, carbon-and-soot emitting energy source for renewable energy credits, opening the door to a huge biomass-fueled electricity generating plant to be built in a Springfield neighborhood already bearing a heavy pollution burden. Senators Markey and Warren, plus the Springfield City Council strongly oppose this plant. Attorney General Maura Healey cautions that science was disregarded and the permitting process appears shoddy and inadequate. Finally, Dr. Marty Nathan’s excellent recent editorial offers a look into the science and politics that brought us to this point – and asks us all to immediately make a few phone calls.

The Weymouth compressor station and Mountain Valley Pipeline have generated news, and another bomb train full of Bakken crude blew up in Washington state, reminding us that the Trump administration blocked efforts to make rail transport of that particularly volatile product a little safer.

Protesters are standing in the way of Enbridge Energy’s Line 3 in northern Minnesota, and some are being arrested. Construction is proceeding, in typical fashion for these projects, even before environmental permits are completed. Meanwhile, it’s been a busy year for climate action in the courts – we found a recap.

Divestment news includes another big win: Lloyd’s, the world’s biggest insurance market, has announced a market-wide policy to stop new insurance coverage for coal, oil sands and Arctic energy projects by January 2022, and to pull out entirely by 2030.

An important component of greening the economy will include addressing the systemic racism baked into existing energy policies. Boston’s WBUR aired a story in September that offers insights into some of the issues and challenges.

Huge methane leaks are accelerating the pace of climate change, and one culprit is a failure of regulatory oversight. Add that to to the sky-high stack in President Biden’s inbox on Day One, along with the many suggestions from every environmental group eager to offer advice (and demands) for quick action.

We’re wrapping up the year with a great run of articles on clean energy, energy efficiency, green building materials, energy storage, and green transportation – including a story on the “rotating sail” – a hundred year old invention that adds supplemental wind power to boost the efficiency of powered ships. It’s been modernized for deployment on today’s fleet.

And we close on the subject of fracking – focusing on the damage it’s done to the communities that host its operations, and more generally to the fossil fuel industry itself. Mass. Has Strong Rules About Burning Wood For Electricity. In 2021, It Plans To Roll Them Back

Just off I-291 in East Springfield is a seemingly unremarkable plot of land. Sandwiched between an electrical switchyard, busy roads and a working class neighborhood, the fenced-in property is mostly barren, aside from some machinery for making asphalt in one corner and a few tall piles of gravel and crushed rock.

But the site, owned by the Palmer Paving Corporation, sits at the center of a long-standing environmental justice fight over a proposed wood-burning, or “biomass,” power plant.

If built, the facility would be the state’s only large-scale biomass plant and would burn about 1,200 tons of wood per day in a city the Asthma and Allergy Foundation of America has ranked the “Asthma Capital” of the country. Until now the plant has been on hold because biomass isn’t profitable in Massachusetts. But this could change early next year with new state rules about who qualified for renewable energy subsidies.

Though touted by supporters as “green” and “renewable,” burning wood for electricity is relatively inefficient and releases a lot of planet-warming greenhouse gases — a megawatt of electricity produced by burning wood actually releases more carbon dioxide into the atmosphere than a megawatt generated from coal.

Critics of biomass also call it “dirty,” since these facilities regularly emit soot and pollutants like mercury and lead. And a biomass plant like Palmer would have diesel-burning trucks delivering wood every hour, adding to the pollution.

The plant’s developer, the Palmer Renewable Energy company, did not respond to multiple requests for comment, but environmental groups like the Conservation Law Foundation and the Partnership for Policy Integrity (PFPI) say it’s likely the company’s calculation about profitability will soon shift, allowing it to start construction.

That’s because early next year, the Baker administration plans to change how the state awards lucrative renewable energy subsidies.

Under the current rules, a plant like the Palmer facility isn’t eligible for renewable energy credits because it doesn’t meet the state’s efficiency standards. But should the changes go into effect, PFPI policy director Laura Haight estimates that the facility could get $13 million to $15 million a year in subsidies — enough, she says, to make it worth building.

Massachusetts’ two U.S. senators have asked the state to put a stop to a biomass plant in Springfield, at least until the incoming Biden Administration weighs in on the issue.

The plant was approved by the state almost 10 years ago, though Massachusetts has had strict rules in place that make biomass less profitable. The administration of Governor Charlie Baker is planning to loosen those rules next year.

The industry maintains that biomass, which uses tree waste, is a form of renewable energy. But in a letter to the state Department of Environment Protection (MassDEP), Senators Elizabeth Warren and Ed Markey said scientific studies show it releases dangerous pollutants into the air.

The Commonwealth was prescient in stringently constraining biomass participation in the RPS program, and we should not reverse course now. In this letter, the AGO explains that (1) forest biomass energy production—the burning of woody fuel from forests to generate electricity—will only exacerbate the climate and public health crises facing the Commonwealth; (2) DOER’s Draft Regulations and their complex accompanying analyses, which stakeholders have not had sufficient time to review, raise important substantive and procedural legal concerns; and (3) the Draft Regulations contain numerous provisions that may increase—not decrease—greenhouse gas and other harmful pollutant emissions, and the analyses purporting to support the Draft Regulations appear to overlook important considerations, make unsupported assumptions, reach dubious conclusions, and in any event show the regulations may indeed have troubling emissions impacts.

Springfield says no biomass subsidies
Springfield City Council passes resolution opposing millions in state subsidies for biomass incineration

The Springfield City Council unanimously passed a resolution Monday night in opposition to state renewable energy subsidies for wood-burning biomass incinerators in Massachusetts.

According to Springfield City Councilor Jesse Lederman, the vote comes in the wake of final draft regulations being proposed by the state Department of Energy Resources that would weaken existing guidelines for taxpayer and ratepayer-funded subsidies in what is known as the Renewable Portfolio Standard.

This would potentially allow millions in state funds to flow to proposed biomass waste incinerating power plants for the first time since 2012. Lederman said that continued pending state legislation would incentivize power from such facilities under the premise that they represent renewable energy production.

Councilors Jesse Lederman, Michael Fenton, Tim Allen, Adam Gomez, Orlando Ramos, Justin Hurst, and Melvin Edwards filed the resolution on Friday after learning of the release of the DOER Regulations, which would weaken the existing state regulations in order to allow biomass plants to qualify.

Biomass plant will create a ‘sacrifice zone’ in Springfield (Guest viewpoint)

If I remember correctly, I was reading a piece describing the cancer and other severe chronic diseases suffered by low income people living in Louisiana’s petrochemical refinery district known as Cancer Alley. The writer said, “You can’t have a polluting industry without a sacrifice zone.”

Words to remember, that immediately flashed through my mind when listening to an explanation of the Baker Administration’s new rules classifying “clean” energy sources under the state’s Renewable Portfolio Standard program (RPS). Technologies that  qualify get lucrative renewable energy subsidies from ratepayers.

And guess what now qualifies for what $13-15 million per year in ratepayer subsidies? Bingo! Industrial biomass! As in Palmer Renewable Energy (PRE), the company that has been pushing for 12 years to construct a massive 42-megawatt electric-generating wood-burning biomass power plant in a low-income part of East Springfield.

If constructed the PRE plant’s 275-foot smokestack will billow tons of pollutants per year to affect the lungs not just of that neighborhood but of those living and working throughout Springfield, which was named the Asthma Capital of the country for two years running. That smoke will include tiny particles that burrow deep into the lungs. It will carry nitrogen oxides, sulfur dioxide, volatile organic chemicals, and hazardous air pollutants, like  mercury, lead,  and hydrochloric acid. These are the things that make people wheeze and cough and have trouble breathing and predispose them to hospitalization and death from respiratory disease.  Recent studies have shown that low-income communities with high levels of fine particulate air pollution suffer higher fatality rates from Covid-19.

Arise for Social Justice, the Springfield Climate Justice Coalition, and other groups fought this proposal, which the late Michaelann Bewsee described as a “zombie biomass plant,” since it was first proposed in 2008 and keeps springing back to life. The affected community and supporters forced a ground-breaking study by the Commonwealth that showed that biomass is counterproductive to the fight against climate change, that it is not carbon-neutral, and not “renewable” in the time that we have left to prevent catastrophic warming. So industrial biomass burning for electricity production was removed from the Renewable Portfolio Standard in 2012, when the state recognized the damage that such plants could cause.

In April 2019, the permit for the Palmer plant was about to run out when the MA Department of Energy Resources proposed rolling back the RPS regulations so that low-efficiency biomass plants like Palmer would once again be eligible for millions in subsidies. Local officials demanded on behalf of the people of Springfield that a hearing be held in Springfield, ground zero for impact of the changes. Over 200 people attended, demonstrated and spoke almost unanimously against the Administration’s plans to make the Springfield plant qualify as renewable energy. The words environmental racism were used repeatedly. So spoke Springfield. Did the Baker Administration listen?

While waiting for the answer, PRE’s permit from the City expired. All who cared about public health in Springfield and a future on a livable planet heaved a sigh of relief.

Then at the end of July, on the last scheduled day of the 2020 legislative session, the House presented a climate bill that , happily, included new restrictions on greenhouse gas emissions by municipal light plants (publicly-owned utilities such as Holyoke’s). Unhappily, it listed burning biomass as a “non-carbon-emitting” electricity source, making the Palmer biomass plant eligible to sell power under these proposed rules. And, lo, the City proclaimed that the permit for the biomass plant had not expired after all but had been renewed in oral agreement with PRE. It also was revealed that Palmer had raced around the eastern part of the state signing power purchase contracts with as many MLP’s (located generally in richer, whiter communities) as it possibly could, to make the project viable.

The climate legislation remains locked in conference committee despite widespread demands that the biomass language be eliminated.

Two weeks ago, the other shoe dropped. DOER defied science and citizen demands and announced plans to roll back the 2012 regulations to allow low-efficiency, polluting biomass plants to again qualify for subsidies. Why? When asked, several legislators have responded, “There is a whole lot of money behind this.” With Palmer being the only biomass proposal poised to profit from the changes, it wouldn’t take a rocket scientist to guess the source.

So, Springfield is the sacrifice zone for biomass industry profit. Palmer Renewable’s lobbyists have lured the legislature and the Baker Administration into creating a profitable “renewable” niche that defies science and public health. Its plant will make a lot of poor, Black and brown Springfielders sick while it contributes to climate change that will hurt all of us. In the name of fighting climate change.

It doesn’t have to be that way. We still have a few short weeks to stop these dangerous policies from happening. You have a voice, to protect the vulnerable whose lives and breathing are threatened. Learn more here. Make two calls today:

  1. Tell your state legislator to urge the climate conference committee to take language calling biomass power plants “non-carbon emitting” out of the climate bill and ask the TUE Committee to hold a hearing on Baker’s proposed RPS rules.
  2. Call Governor Baker at 888-870-7770 and demand that he stop the DOER from issuing rules that are a giveaway to Palmer biomass while making Springfield residents sick and turning our community into a sacrifice zone.

A potential major gas leak or explosion at the Fore River Basin’s compressor station might require some North Weymouth residents to evacuate into Quincy.

Weymouth District 1 Councilor Pasacle Burga said a possible evacuation of residents into Quincy illustrates a need for a regional emergency response plan to a potential crisis at the compressor station.

“Quincy is very close to the compressor station,” she said. “That is why we have to be on the same page. They need to be able to handle traffic if people are being evacuated. If you have all those cars going into Quincy, they will have to keep the traffic moving.”

Quincy Mayor Thomas Koch’s chief of staff, Chris Walker, said the city’s emergency management department is developing a permanent response plan to address a potential crisis at the compressor.

“We think we have a pretty good handle on it,” he said. “We are well aware of what is necessary for an emergency response and have been working on it for quite some time.”

Walker said Quincy officials understand Weymouth’s concerns about a potential emergency at the compressor station.

“We are in this together,” he said.

Enbridge Inc. owns the compressor, and it experienced natural gas leaks on Sept. 11, Sept. 30.

According to state and local officials, both seepages collectively released 444,000 cubic feet of natural gas in the air and forced emergency shutdowns of the facility.

The leaks are under investigation by the federal Pipeline and Hazardous Materials Safety Administration.

The history of the Mountain Valley Pipeline, from the time it was first proposed to its projected completion, will soon span the terms of three U.S. presidents.

So what impact will the incoming administration of Joe Biden — whose views on climate change and clean energy are the polar opposite of President Donald Trump’s — have on the deeply divisive natural gas pipeline?

It’s unlikely that a single action under Biden’s watch would kill the buried pipeline, much of it already in the ground despite legal action from environmental groups that has delayed construction and inflated its cost to about $6 billion.

But with federal agencies headed by Biden appointees and guided by his climate agenda, pipeline opponents say, the risk of a death by a thousand cuts is more likely.

“The developers behind MVP should be seriously weighing whether this project is still viable in a market and political atmosphere that favors clean energy and climate action,” said Lee Francis, deputy director of the Virginia League of Conservation Voters.

Environmental groups make another legal attack on Mountain Valley Pipeline

In the latest legal strike at the Mountain Valley Pipeline, a coalition of environmental groups is contesting a federal agency’s decision to allow the troubled project to move forward.

At issue is the Federal Energy Regulatory Commission’s Oct. 9 order that allowed stalled construction of the natural gas pipeline to resume, and extended for another two years its deadline for completion.

An attorney for Appalachian Mountain Advocates, a law firm that represents the seven groups, asked the U.S. Court of Appeals for the District of Columbia to review FERC’s decision.

Although the two-page petition does not state the grounds for appeal, attorney Benjamin Luckett raised a number of objections in a brief filed last month with FERC that asked the agency to reconsider.

Since FERC initially approved the project in 2017, new information has surfaced that “drastically alters the picture surrounding the pipeline,” Luckett wrote.

Market conditions cited by FERC in finding there was a public need for the gas to be transported by the 303-mile pipeline have changed, he asserted, while construction has harmed the environment more than was anticipated three years ago.

Allowing construction to resume “ignores the extent of sedimentation, number of major slips [or slope failures], extent of blasting, impacts on threatened and endangered species, and numerous other environmental impacts,” Luckett wrote.

Another Bomb Train Accident Highlights Regulatory Failures

A train carrying over 100 cars of volatile Bakken oil derailed in Washington state, causing the evacuation of the town of Custer. At least two of the train cars ruptured and the oil ignited and burned — reminding us once again why these dangerous trains are known as bomb trains. 

Matt Krogh of Stand.earth has been leading efforts to keep these dangerous trains off the tracks for years, so he was well aware of the potential deadly consequences of oil train accidents in populated areas. Krogh could see the smoke from this latest accident from his home in Bellingham, Washington. 

“I think we got lucky today,” Krogh told the Associated Press, echoing the words of others after previous close calls with oil trains — several of which were highlighted in the DeSmog piece Luck Rides the Rails. 

It’s easy to feel lucky after a near miss with an oil train derailment and fire near a populated area because in 2013 an oil train full of Bakken oil derailed and caused catastrophic fires and explosions in the Canadian town of Lac-Mégantic, Quebec, — killing 47 people and destroying much of the downtown area. Downtown Lac-Mégantic has yet to be rebuilt more than seven years later.

The state of Washington is well aware of the dangers the oil trains pose to the public and the environment and have attempted to address this issue with state regulations. Washington has five oil refineries that all are highly dependent on Bakken crude by rail. Crude-by-rail movements in the U.S. and Canada fluctuate significantly based on market conditions, but the Washington refineries are one destination for Bakken oil that maintain consistent demand for the oil, and rail is the only option to get it to Washington — so the risks to Washington residents who live near the train tracks are ever present.

Washington regulators and politicians tried to take the most important safety step by passing a law that limited the volatility of the crude oil being moved by rail through Washington, a move that would greatly reduce the risk of fires and explosions during derailments. A rule proposed at the end of the Obama administration to limit the volatility was officially withdrawn by the Trump administration in May of 2020.

‘A Tangible Way to Fight for the World I Want to Live In’: Water Protector Arrested After Blockading Line 3 Pipe Yard

Water protector Emma Harrison was arrested Monday in Backus, Minnesota after successfully obstructing construction on Enbridge Energy’s Line 3 pipeline project for several hours by ascending a tripod in front of a tar sands pipe yard owned by the Canadian company.

“I’m part of the Line 3 resistance movement because this pipeline embodies everything I believe is wrong with the world,” Harrison said before she engaged in civil disobedience.

As Common Dreams has reported, climate justice and Indigenous rights advocates are opposed to the expansion of the Line 3 pipeline, which would send 760,000 barrels of crude oil every day through northern Minnesota, from Hardisty, Alberta to Superior, Wisconsin—traversing more than 800 wetland habitats, violating Ojubwe treaty rights, and putting current and future generations at risk of polluted water and a despoiled environment.

Since Enbridge began working on the pipeline in late November despite pending lawsuits, opponents have attempted to halt construction through a series of direct actions, including Monday’s blockade. Democratic Gov. Tim Walz has responded “with complete silence,” Line 3 resistance activists said in a statement.

In a New York Times op-ed published Monday morning as people gathered to oppose the Line 3 pipeline, Louise Erdrich—a Minnesota-based novelist and poet as well as a member of the Turtle Mountain Band of Chippewa, a Native American tribe in North Dakota—called the project “a breathtaking betrayal” of tribal communities and the environment. 

“This is not just another pipeline,” Erdrich wrote. She continued:

It is a tar sands climate bomb; if completed, it will facilitate the production of crude oil for decades to come. Tar sands are among the most carbon-intensive fuels on the planet. The state’s environmental impact assessment of the project found the pipeline’s carbon output could be 193 million tons per year.

That’s the equivalent of 50 coal-fired power plants or 38 million vehicles on our roads, according to Jim Doyle, a physicist at Macalester College who helped write a report from the climate action organization MN350 about the pipeline. He observed that the pipeline’s greenhouse gas emissions are greater than the yearly output of the entire state.

If the pipeline is built, Minnesotans could turn off everything in the state, stop traveling, and still not come close to meeting the state’s emission reduction goals. The impact assessment also states that the potential social cost of this pipeline is $287 billion over 30 years.

On top of the project’s massive carbon footprint, “the extraction process for oil sands is deeply destructive,” Erdrich noted. “The water used in processing is left in toxic holding ponds that cumulatively could fill 500,000 Olympic swimming pools.”

2020 Was a Busy Year for Taking the Climate Fight to the Courts

This year — with its converging crises, from the coronavirus pandemic to longstanding racial injustice to climate-related disasters — was also a remarkably active time for climate litigation. All around the world, communities, organizations, and especially young people turned to the courts in 2020 in strategic attempts to hold governments and polluting companies accountable for exacerbating the unfolding climate emergency.

In particular, this year saw a notable uptick in climate accountability litigation with multiple new cases filed in the U.S. and internationally.

“This extremely challenging year has made clear that people and the planet must come first,” Kristin Casper, general counsel with Greenpeace International, told DeSmog in an emailed statement. “Many are taking action to make it a reality by bringing their demands for climate justice to the courts.”

“We’re seeing climate litigation spring up all over the world. Advocates in many countries are finding it a very useful tactic,” said Michael Gerrard, environmental law professor at Columbia Law School and founder and faculty director of Columbia’s Sabin Center for Climate Change Law.

Over the years there have been more than 1,500 climate-related cases in 37 countries, according to a report on climate litigation trends released this summer. And a new wave of cases in recent years has made it clear that courts are emerging as a critical battleground in the climate fight.

This year was notable for the number of new climate cases brought to the courts. At least 20 new cases were filed around the world against governments and fossil fuel companies.

Lloyd’s market to quit fossil fuel insurance by 2030

Lloyd’s, the world’s biggest insurance market, has bowed to pressure from environmental campaigners and set a market-wide policy to stop new insurance cover for coal, oil sands and Arctic energy projects by January 2022, and to pull out of the business altogether by 2030.

In its first environmental, social and governance report, Lloyd’s, which has been criticised for being slow to exit fossil fuel underwriting and investment, said the 90 insurance syndicates that make up the market would phase out all existing insurance policies for fossil fuel projects in 10 years’ time. Less than 5% of the market’s £35bn annual premiums comes from insurance policies in this area.

“We want to align ourselves with the UN sustainability development goals and the principles in the Paris [climate] agreement,” said the Lloyd’s chairman, Bruce Carnegie-Brown.

“A lot of syndicates are already doing some of the things we are setting out here but we are trying to create a more comprehensive framework for the whole market.”

The Lloyd’s market will also end new investments in coal-fired power plants, coalmines, oil sands and Arctic energy exploration by 1 January 2022, and phase out existing investments in companies that derive 30% or more of their revenues from this area by the end of 2025.

Carnegie-Brown defended the 2030 target date for ending fossil fuel insurance. “We want to try to support our customers in the transition and we don’t want to create cliff edges for them,” he said.

How To Create Anti-Racist Energy Policies

Once you begin to see injustice, you cannot unsee it.

The pandemic has exposed longstanding inequality in our society and revealed how many Americans are one mishap away from losing basic necessities such as food, housing and health care.

The pandemic has also revealed the many burdens communities of color routinely bear as a result of the structure and design of our nation’s energy system. That system disproportionately extracts wealth from the lowest-income Americans, who also tend to live in communities with the poorest air quality and are at a higher risk of the complications of COVID-19. These are the same communities that will be hit first and hardest by climate change.

The time for reckoning with the racialized violence embedded within the current energy system is long overdue. Now is the time to advance anti-racist energy policy. Now is the time for energy justice.

Our system of paying for energy — electricity, natural gas and other fuels — is unfair. The system inequitably burdens people who live in poor and low-income communities, who struggle to pay their utility bills. The poorest families in this country pay far more of their income for energy costs — upwards of 30% — while higher-income families pay about 3% or less. It should come as no surprise that the households paying the highest portion of their income for energy and confronted with difficult decisions about how to pay their utility bills are also disproportionately Black, Latinx and Indigenous. Lower-income families already tend to use less energy.

But the struggle to meet basic energy needs predates the current crisis. A 2015 analysis revealed that 31% of all Americans regularly face some sort of energy insecurity, which includes the lack of ability to pay for energy. This figure jumped to 45% for Latinx respondents and 52% for Black respondents and was still greater for Native American and Indigenous people, who experienced energy insecurity at a rate of 54%. A staggering 75% of Native Hawaiian or other Pacific Islander respondents experienced energy insecurity, a rate more than twice the national average. Yet white respondents experienced energy insecurity only 28% of the time.

The legacy of environmental racism also means that Black people are more likely to live near coal-fired power plants than other people, and Black, Latinx and Indigenous people routinely absorb more of the toxic byproducts of our fossil-fuel-based energy system. The same communities are less likely to have access to local, clean energy.

During the pandemic, these environmental injustices create a deadlier set of health risks. As researchers at Harvard Chan School of Public Health recently found, long-term exposure to air pollution can increase the risk of dying from COVID-19.

Large Methane Leaks Reveal Long-Standing Shortfalls in Oversight
New rollbacks could make controlling fugitive emissions from oil and gas infrastructure even harder

Ever since a father and son managed to draw four whiskey barrels of oil from a hand-dug hole near California’s Kern River 121 years ago, productive oil and gas wells have multiplied like mushrooms across the area. Though such wells are expected to emit minimal amounts of greenhouse gases during the oil-extraction process, scientists from a space-related research group were shocked by the size of the methane plumes they detected when they flew an infrared sensor over Kern County in 2015. Repeating the flights three more times in the next three years confirmed the initial reading: some wells were releasing at least six times more of the potent greenhouse gas into the atmosphere in one day than the Environmental Protection Agency had estimated they should emit in a year.

Karen Jones is one of the scientists at the Aerospace Corporation, the California-based nonprofit organization that conducted the aerial survey. She says she felt mystified by what she calls a lack of action among the oil fields’ operators and regulators as she watched the methane—the second-highest contributor to human-caused warming after carbon dioxide—continuously spew over the years. “The gas coming out of Kern County isn’t supposed to be there,” she says.

Revelations like Aerospace’s, which the nonprofit published in a report this past summer, are becoming more common. For years, oil and gas companies have been required to detect and repair methane leaks in their equipment. But scientists have produced dozens of studies over the past decade that suggest the current methods and technology used by industry to detect leaks—and by regulators to estimate how much methane is emitted—are inadequate to catch the actual scale of the problem.

Nonprofit groups and private satellite companies may soon make high-quality data about methane publicly available and ubiquitous, potentially creating more pressure to address the situation. Action to plug leaks and prevent further air pollution may be stymied in the meantime, though: the Trump administration took numerous steps that could weaken environmental protections, including rules outlining how companies monitor for and locate natural gas leaks in their equipment (methane is the main component of natural gas). Whether they will be reversed when the Biden administration enters the White House, and how long that will take if it happens, remains to be seen.

Scientists say people of color and low-income communities, who already suffer disproportionately from the consequences of air pollution, will continue to bear much of the health brunt of such regulatory rollbacks. And more methane in the atmosphere is also likely to speed up the already accelerating process of global warming.

President-elect Joe Biden must swiftly move once in office to “avert the climate emergency” with a series of actions to ensure the nation invests in “a just, clean, distributed, and democratic energy system that works for all.”

That’s the demand Wednesday from over 380 groups who’ve sent Biden a draft executive order (pdf) that details how, exercising executive authority, he can rein in greenhouse gas emissions and safeguard the environment while boosting jobs and community wellbeing.

The new effort was convened by organizations including the Center for Biological Diversity and the Indigenous Environmental Network and is backed by a diverse collection of hundreds of state and national groups including Fire Drill Fridays, Breast Cancer Action, the National Family Farm Coalition, and the Sunrise Movement. International organizations including the Center for International Environmental Law and Global Witness are also listed as supporters.

President Donald Trump’s outgoing administration, said Kassie Siegel, director of the Center for Biological Diversity’s Climate Law Institute and one of the key authors of the order, has taken a wrecking ball to the climate—making efforts to address the global crisis even more urgent.

2020 has been notable for the rush of activity in the green hydrogen space.

Using renewable-powered electrolyzers to create low-carbon hydrogen can squeeze emissions out of sectors where direct electrification isn’t going to cut it. Green hydrogen could replace methane to generate heat or power. It could replace high-carbon, or grey, hydrogen in a number of industrial and chemical processes. It could even be used as a fuel in heavy transport.  

As 2020 unfurled and then unraveled, climate change ambition ramped up. ‘Green recovery’ emerged as a favored approach to stoking flagging economies — tackling the unparalleled challenge of climate change to invest our way out of an unrivalled economic test.

Even prior to the coronavirus pandemic, there were clues that green hydrogen might shift up the agenda. Rob Gibson is the whole system and gas supply manager for National Grid Electricity System Operator in the U.K. He has been tracking the contribution of gas, including hydrogen, for the operator’s 2050 Future Energy Scenarios. When the country was working with an 80 percent emissions reduction by 2050, hydrogen had a smaller role in those forecasts.

When the country first set out the net-zero goal in June 2019, that changed, he told GTM in a recent interview. Economies face a much more costly path to decarbonizing the final 10 to 20 percent of their emissions, making hydrogen a cost-effective alternative for reaching 100 percent carbon-free goals. 

It’s a trend now repeating around Europe with other markets not far behind. Wood Mackenzie declared the 2020s the decade of hydrogen. This is how it began.

New gas boilers to be banned in 15 years to meet emissions target (UK)

New gas boilers will effectively be banned by the mid-2030s and have to be replaced with low-carbon alternatives such as heat pumps and hydrogen boilers, the government has said.

An energy white paper published yesterday said that the country would have to “transition completely away from natural gas boilers” as part of the target to hit net-zero emissions by 2050.

At present about 1.7 million gas boilers are installed every year.

The government will also launch a consultation on whether it is appropriate to end gas grid connections entirely for new homes. The Times has previously reported that gas boilers for new homes could be banned as soon as 2023.

The first large-scale offshore wind farm in the United States may use the largest wind turbine in the world. Here are a few ways to think about what all that might mean.

The developers of the Vineyard Wind project off Massachusetts have just announced that they’ll be using GE wind turbines—specifically, the GE Haliade-X. That turbine recently got a capacity upgrade, from a world-leading 12 megawatts (MW) to a world-leading-by-even-more 13 MW.

Hearing that 312 MWh number got me thinking about how much electricity the average home uses in these parts, and wondering how it compared. So I did the math: At full power, a turbine that size could cover a whole household’s daily electricity needs in under 7 seconds.

Sure, not every day is that windy, you’d lose some energy transmitting it from the turbine to the home, and you’d need storage to use it the other 86,393 seconds of the day. (So I wouldn’t recommend this approach for DIY home power…)

But still: 7 seconds.

The manufacturer itself offers another way to make the comparison between turbine and home: A single spin of the turbine, says GE, “could power a UK household for more than 2 days”. While specifying “UK” is important, because of their lower per-home electricity use, the math still works out to a single spin of the blades generating enough energy for a day for the average home in at least the 10 or 12 most efficient states in the US.

How to slash buildings’ growing greenhouse gas emissions
A new UN report gives a blueprint for greener buildings

Carbon dioxide coming from the buildings where we live and work set a new record in 2019. What’s more, those planet-heating emissions will probably keep rising after the pandemic, the authors of a new UN report warn. The report urges governments to make structures more energy efficient and speed up a transition to renewable energy. Doing that could be a great way to address both the climate crisis and the economic downturn caused by COVID-19.

The building sector was responsible for a whopping 38 percent of carbon dioxide emissions globally in 2019, the report says. For comparison, all the planes, trains, automobiles, and other transportation in the world only pump out about 24 percent of global carbon emissions. Growing prosperity around the world, especially in developing nations that don’t yet have a lot of renewable energy, led to higher-than-normal rise in building sector emissions last year. When economies grow, there’s more construction, larger floor plans for buildings, and more energy-guzzling appliances and electronics filling those spaces.

Air conditioning is one of the biggest worries when it comes to energy-hungry buildings. Economic development in hotter climates comes with a big bump in emissions from air conditioners. Historic heatwaves during 2019, the second hottest year on record, was another reason why that year saw the most building emissions on record, according to the International Energy Agency. “The need for more energy efficient air conditioning is so vital to the future of both emissions [and] the reality of what we’re building,” says Ian Hamilton, lead coordinating author of the new report. “Those lovely, great big glassy towers in hot parts of the world rely so heavily on air conditioning for them to be comfortable, livable.”

Economic prosperity doesn’t need to translate into more planet-heating pollution. About 10 percent of buildings’ environmental footprint comes from their construction and materials. But most of the emissions that buildings are responsible for come from the energy used for heating, cooling, and lighting. Right now, fossil fuels are still a large part of the energy mix — which is what report authors hope to see change.

In reducing the carbon footprint of both existing and new buildings, there are a number of possible strategies. One approach is to reduce the size of homes, thus reducing the energy needed to heat and maintain them (which is one reason why smaller homes are gaining popularity). Another is to increase their energy efficiency, as we see being done with Passivhaus / Passive House homes. Yet another tack is to change the kinds of materials we use in constructing more eco-friendly homes, swapping out materials with high embodied carbon (a.k.a. upfront carbon emissions) like concrete and steel for more sustainable materials like wood, cork and bamboo.

There’s yet another weapon to add to the growing arsenal of sustainable materials – but it’s not a new one, rather, it’s something that humans have used for millennia – earth. The soil beneath our feet is actually a great building material, whether it’s rammed, or compressed into modular earth blocks. We’ve seen a number of interesting architectural projects using earth-based materials, be they large or small.

On Iran’s Hormuz Island, these distinctive domes were constructed by Tehran-based firm ZAV Architects, using an innovative method called superadobe. Initially developed as a form of earthbag construction by Iranian-born architect Nader Khalili, the technique involves layering long fabric tubes or bags filled with earth and other organic materials like straw to form a compression structure.

Intended as a project that encourages “community empowerment via urban development,” the domes have been built with the help of local residents, who were trained with the necessary construction skills.

Large-scale projects reached new heights, including LS Power’s completion of the largest battery in the world, just in time to help California grapple with its summer power shortage.

Just a few years ago, energy storage was a niche item, something people built in the very few locations where a higher force compelled it. Now, utilities across the country are using batteries to solve numerous grid problems and planning far more for the near future. And the most boisterous of power markets, Texas, has finally broken open for storage developers, with major projects already underway.

Here is an attempt at condensing all of these upheavals and breakthroughs into a list of the crucial energy storage storylines from the year. Think of it as a cheat sheet for all things energy storage in 2020.

US Department of Energy publishes its ‘first comprehensive energy storage strategy’

The US government’s Department of Energy (DoE) has described its just-published Energy Storage Grand Challenge Roadmap as its first comprehensive strategy on energy storage, identifying cost and performance targets to be met in the coming years.

Among other things, it sets out a target for the levelised cost of long-duration energy storage to be reduced by 90% over the next nine years.

The ESGC looks to establish the US as a leader in energy storage and maintain that position; focusing not just on innovative new technologies and research into existing technologies but also on helping them traverse the fabled ‘Valley of Death’ that lies from lab to commercialisation. The Challenge also seeks to enable domestic manufacturing in the sector through secure supply chains.

The overarching goal of the ESGC is to develop and domestically manufacture energy storage technologies capable of meeting all of the needs of the US market by 2030 – a goal which the Department said in a press release is “aggressive but achievable”. The American energy storage industry should also be competitive internationally, including export opportunities, the DoE said.

Mike Strizki powers his house and cars with hydrogen he home-brews. He is using his retirement to evangelize for the planet-saving advantages of hydrogen batteries.

In December, the California Fuel Cell Partnership tallied 8,890 electric cars and 48 electric buses running on hydrogen batteries, which are refillable in minutes at any of 42 stations there. On the East Coast, the number of people who own and drive a hydrogen electric car is somewhat lower. In fact, there’s just one. His name is Mike Strizki. He is so devoted to hydrogen fuel-cell energy that he drives a Toyota Mirai even though it requires him to refine hydrogen fuel in his yard himself.

“Yeah, I love it,” Mr. Strizki said of his 2017 Mirai. “This car is powerful, there’s no shifting, plus I’m not carrying all of that weight of the batteries,” he said in a not-so-subtle swipe at the world’s most notable hydrogen naysayer, Elon Musk.

Mr. Strizki favors fuel-cell cars for the same reasons as most proponents. You can make fuel using water and solar power, as he does. The byproduct of making hydrogen is oxygen, and the byproduct of burning it is water. Hydrogen is among the most plentiful elements on earth, so you don’t have to go to adversarial countries or engage in environmentally destructive extraction to get it. The car is as quiet to drive as any other electric, it requires little maintenance, and because it doesn’t carry 1,200 pounds of batteries, it has a performance edge.

Mr. Strizki is using his retirement to evangelize for the planet-saving advantages of hydrogen batteries. He has faced opposition from the electric, oil and battery industries, he said, as well as his sometimes supporter, the Energy Department. Then there is the ghost of the 1937 Hindenburg explosion, which hovers over all things hydrogen. The financial crash of the high-flying hydrogen truck manufacturer Nikola hasn’t advanced his case.

Mr. Strizki’s expertise has made him a cult figure in hydrogen circles, where he has consulted on notable projects for two decades. He has worked on high school science projects as well as a new $150,000-ish hydrogen hypercar that claims to get 1,000 miles per fill-up.

“Hydrogen is in some ways safer than gasoline,” said JoAnn Milliken, director of the New Jersey Fuel Cell Coalition, a volunteer group, who knew Mr. Strizki from her time at the Energy Department. She cited a 2019 study from Sandia National Laboratories that found a hydrogen car to have no more fire hazard than a conventional vehicle.

Ever since Mr. Musk called fuel cells “staggeringly dumb,” there has been a fierce rivalry between lithium-ion and hydrogen backers. Cooler heads see a place for each. Electric is suitable for people with a garage who travel limited distances and can charge overnight. But for long-haul trucks, hydrogen doesn’t add weight or reduce cargo space the way batteries do. Furthermore, hydrogen tanks can be refueled in minutes.

Rotating Sails Help to Revive Wind-Powered Shipping
A century-old concept, Flettner rotors, gets a fresh look as shippers cut back fuel

In 1926 a cargo ship called the Buckau crossed the Atlantic sporting what looked like two tall smokestacks. But these towering cylinders were actually drawing power from the wind. Called Flettner rotors, they were a surprising new invention by German engineer Anton Flettner (covered at the time in Scientific American). When the wind was perpendicular to the ship’s course, a motor spun the cylinders so their forward-facing sides turned in the same direction as the wind; this movement made air move faster across the front surface and slower behind, creating a pressure difference and pulling the ship forward. The rotating sails provided a net energy gain—but before they could be widely adopted the Great Depression struck, followed by World War II. Like the electric car, the Flettner rotor would be abandoned for almost a century in favor of burning fossil fuel.

Now, with shippers under renewed pressure to cut both costs and carbon emissions, the concept is getting another shot. In one notable example, the 12,000-gross-ton cargo vessel SC Connector is adding 35-meter Flettner rotors that can tilt to near horizontal when the ship passes under bridges or power lines. The new rotors need electrical power to spin, but manufacturer Norsepower says they can still save up to 20 percent on fuel consumption and cut emissions by 25 percent.

After over a decade of the much-hyped U.S. fracking miracle, the U.S. oil and gas industry is having to deal with years of losses and falling asset values which has dealt the industry a serious financial blow. This is despite the fracking revolution delivering record oil and gas production for the past decade, peaking in 2019.

While the pandemic has hurt the industry, companies have also benefited from excessive bailouts from pandemic relief programs but these bailouts are a stop gap financial band-aid for the struggling industry.

The oil and gas industry has always required huge amounts of money to explore for and produce oil and gas but up until now the industry made returns on those investments

The industry made a huge bet on fracking shale deposits to unleash the oil and gas reserves in that shale. It worked from a production standpoint; the industry produced record amounts of oil and gas. The difference is that, unlike traditional oil and gas production, the cost to produce fracked oil and gas was more than what the market was willing to pay for it.

As a result, the U.S. fracking industry has lost over $300 billion. Fracking was supposed to be the future of the U.S. oil and gas industry — instead it has dealt the industry a major financial blow which has likely sped up the energy transition away from oil and gas towards a lower carbon future.

Rock Springs, Wyoming, sits on vast underground stores of natural gas and shale oil. But what was meant to be a blessing turned into a curse.

It’s always feast or famine in Rock Springs. In the 1970s, this wind-worn mining town in southwest Wyoming was the site of an immense energy boom. Men from across the country moved in to make fast money in coal, oil, gas, or trona (the raw material for soda ash, which in turn is used to make glass, paper, baking soda, and other products). My dad worked at the Jim Bridger power plant for nearly 15 years, first dumping huge trucks of coal ash, then laboring in the warehouse. He met my mom during the ’70s boom.

Then the oil fields dried up. Demand for trona fell sharply, and soon workers were getting laid off at Jim Bridger (thankfully for us, my dad was able to keep his job). As one resident, Tammy Morley, told me, “It seemed to me like the boom left all at once. The town was dead. The oil fields got sucked dry. All the rest just went away.”

I graduated high school in 2004 and tried to go to school in Colorado, but I dropped out. When I came back to Rock Springs in 2005, the hydraulic fracturing boom had begun. The town and its surrounding areas sit on vast underground stores of natural gas and shale oil. And the mad rush to extract this untapped store of energy changed everything.

Suddenly, every hotel was filled with roughnecks from across the country. Rent got much more expensive, and stucco neighborhoods sprouted up like an invasive plant species. Guys with huge work trucks blasted around town. Most of my friends got jobs with Halliburton or one of the other companies doing fracking out in the massive Jonah Field. At the time, we had the biggest Halliburton fracking facility in the country, its arsenal of red trucks and heavy-duty equipment on militaristic display. Schlumberger had its own battery of blue trucks and equipment on the other side of town. 

There was suddenly, too, a lot of money. But this blessing, as so much else in this country, would turn out to be a nightmare in disguise. This is the story of Rock Springs’ last boom, as told by the people who lived through it (some of their names have been changed or withheld to protect their privacy).

Weekly News Check-In 12/18/20

Welcome back.

The Boston Globe published an excellent post mortem this week on the six year fight to stop the Weymouth compressor station. This is an important record of a profound and unfair imbalance of power that resulted in a Enbridge’s dangerous and toxic facility being inappropriately sited in a congested and environmentally burdened neighborhood. It describes a failure of government and its regulators to stand up to industry, even when doing so would protect a vulnerable community and help meet legally binding climate commitments.

Protests and actions are ramping up against Enbridge’s next environmental and cultural assault – the Line 3 tar sands oil pipeline through sensitive northern Minnesota lake country. This threatens critical freshwater resources of indigenous groups, who are now being arrested for putting their bodies in the path of bulldozers.

Meanwhile, Princeton University is in the news for an exhaustive climate plan that offers five very detailed pathways to achieve net zero by 2050. No matter the chosen route, start time is immediate, effort is intense, and significant milestones must be met by 2030.

In a counter-intuitive move, the Massachusetts Clean Energy Center is allowing its highly successful solar loan program to sunset as planned on December 31, seeing no need to renew it now that banks have shown a willingness to finance solar PV installations. However, of 5,700 loans made through the program since its inception, 3,000 of them were to borrowers taking advantage of provisions for low-income customers. That’s more than half of the program’s success stories, and banks do not tend to serve these people.

[Also in this clean energy section is a great technical article on the emissions hazards posed by hydrogen – even “green” hydrogen. It’s the first discussion we’ve seen about high NOx emissions resulting from hydrogen combustion – and the lack of current available technology to deal with this powerful greenhouse gas and health hazard. Keep this in mind as industry floods us with happy images of a green hydrogen future.]

The expiring solar loan program is just one example of Massachusetts resting on its green energy laurels and letting programs slip while other states – particularly California – quicken their pace. Governor Baker, you don’t get to crow about your state’s top national energy efficiency status this year. After a nine year run, bragging rights belong to California’s Governor Newsom.

Toyota is teasing us with the prospect of solid state EV batteries in prototypes within the next year, and in our driveways by around 2025. While the prospect of long range and 10 minute charge time is wildly appealing, we couldn’t help wondering why the company’s president was recently talking down electric vehicle market penetration in a Wall Street Journal interview. Could be he’s hedging a bet on hydrogen fuel cells.

The Environmental Protection Agency, among others, has some serious post-Trump rehabilitation ahead of it, and President-elect Biden has selected environmental lawyer Brenda Mallory to head the White House Council on Environmental Quality. She will be tasked with revamping Trump-era regulations and ensuring that federal agencies stay out of legal trouble by properly studying the full impacts of their decisions. Climate impacts of pipelines and other fossil fuel infrastructure are expected to receive high priority.

In a weird twist, our fossil fuel industry news this week is all about coal. This is a good time to remember that even when a sector is written off as dying, it can still cause massive environmental damage and throw a lot of political weight around. And in the unintended consequences department, the US liquefied natural gas export market could get a boost from stricter methane emissions rules expected from the incoming Biden administration.

We close with the 2020 award for top plastic polluters, with Coca-Cola, PepsiCo and Nestlé sharing the victory dumpster for the third year in a row.

A Globe investigation finds residents who fought a six-year battle with an energy giant over a controversial gas compressor never had much of a chance, with both the federal and state governments consistently ruling against them

Dr. Regina LaRocque has studied health risks in the Fore River Basin for Greater Boston Physicians for Social Responsibility. She hoped the state’s review would conclude the area was already too unhealthy and polluted to approve a compressor there. Since most compressor stations are in rural areas, state officials said in their final report, they could not find data on compressors “in similarly urban locations.”

So LaRocque, a doctor at Massachusetts General and Harvard Medical School, was “gobsmacked” when the report was released in January 2019 and concluded that emissions from the compressor “are not likely to cause health effects.”

She said the conclusion overlooked data showing the compressor would emit particulate matter, nitrogen dioxide, and toxics like benzene and formaldehyde linked to cancer and respiratory, cardiovascular, and neurological diseases. And it ignored the fact that area residents suffer higher rates than normal in Massachusetts of cancer and childhood asthma and were hospitalized more for heart attacks and chronic obstructive pulmonary disease.

”It was a whitewash,” says LaRocque. “It presented data that was highly concerning then did somersaults to say there would be no health impact.”

Seven days later, Governor Baker approved the air permit.

“It’s probably the most comprehensive analysis within that framework that anybody’s done anywhere around one of these permits, and it passed,” Baker told reporters.

However, earlier drafts of the report, obtained by the Globe through a public records request, urged the state to look more closely at “public health implications.” That was deleted, along with a passage mentioning the potential risk to two poor and minority neighborhoods in Quincy, Germantown and Quincy Point.

22 protesters arrested at Enbridge pipeline construction site
Construction began two weeks ago on the Enbridge Line 3 pipeline.

Nearly two dozen protesters were arrested at an Enbridge Line 3 pipeline construction site in Aitkin County near the Mississippi River on Monday after they blocked equipment and refused orders to disperse, Sheriff Dan Guida said.

Indigenous and environmental activists, who have been holding daily protests north of Palisade, Minn., prevented the extraction of a protester who had been camped in a tree for 10 days. Guida said a rope had been tied from the tree across the recently cleared pipeline route and created “an extremely dangerous situation.”

“We got a bucket truck and moved in, and people blocked it,” he said. “We don’t really have a choice. We have to enforce those laws.”

There were 22 arrests made, Guida said, most for misdemeanor trespassing on a posted construction site.

Activists vowed to continue to stand in the way of pipeline construction, which started two weeks ago.

“That Minnesotans are willing to risk arrest shows they’re fighting to protect what they love,” said Brett Benson, spokesman for environmental justice group MN350. “They’re standing up to say it’s time the state actually listen to Indigenous voices and start protecting our climate instead of caving to the interests of a Canadian oil giant.”

Opponents of Enbridge’s Line 3 construction make last-ditch effort at river’s edge
While legal challenges continue, protesters aim to stand in the way.

PALISADE, MINN. – Drumming and singing rose from the snowy banks of the Mississippi River on Wednesday morning while heavy machinery beeped and revved in the distance. A dozen protesters prayed by the river as the state’s largest construction project, the $2.6 billion Enbridge oil pipeline, continued its early stages in rural Aitkin County.

Not far from the road where self-described water protectors have been gathering daily, two protesters remained camped atop trees. They have been there since Friday trying to stay in the way of construction that started last week after Enbridge received the last permit it needed following six years of regulatory review.

Trees have been cleared all around the pair as preparations to lay the 340-mile pipeline continue across northern Minnesota.

“As a company, we recognize the rights of individuals and groups to express their views legally and peacefully. We expect our workers on Line 3 to do the same,” Enbridge said in a statement. “As part of their onboarding, each Line 3 worker goes through extensive training, including cultural awareness.”

Already, about 2,000 workers are expected at job sites along the route this week. More than 4,000 are expected to be working by the end of the month, unions say.

While the specter of the massive Standing Rock protests hangs over the Line 3 project, the crowd along the river north of McGregor has remained small so far. Pipeline opponents are still hoping to stop construction through lawsuits.

A request to have the Minnesota Court of Appeals halt construction while permit challenges are ongoing is expected to be filed in the next week after state regulators declined to grant a stay.

In the meantime, protesters will continue putting their bodies in the way and raising their voices.

“People are doing what they can to prevent what’s going on,” Aubid said. “I do what I need to do in order to protect the waters.”

New Youth Climate Lawsuit Launched Against UK Government on Five Year Anniversary of Paris Agreement

Three young British citizens and the climate litigation charity Plan B today announced they are taking legal action against the UK government for failing to sufficiently address the climate crisis.

The announcement comes on the five year anniversary of the landmark Paris Agreement — the international accord intended to limit global temperature rise to below 2 degrees Celsius — and the lawsuit is the latest in a cascade of litigation around the world aimed at holding governments and polluters accountable for fuelling climate change.

Today’s action involves serving a formal letter upon British Prime Minister Boris Johnson and Chancellor of the Exchequer Rishi Sunak as the first step in the litigation process, with a court filing to come likely in early 2021.

The legal action asserts that the UK — the historic birthplace of the fossil-fueled Industrial Revolution — is continuing to finance the climate crisis and has failed to develop an emergency plan to comprehensively and aggressively tackle the crisis. The case alleges violations of human rights protected under British and international law, specifically rights to life and to private and family life. And the case alleges the government has not met its legal obligations to tackle climate change under the UK Climate Change Act of 2008 and the Paris Agreement.

Plan B says that given the UK government’s self-proclaimed position as a “climate leader” and position as host of the international United Nations climate summit (COP26) next year in Glasgow, the failure to develop an emergency plan on climate is an abdication of its duties to its people and the international community. The goal of the lawsuit is a court order forcing the government to develop an emergency plan in accordance with its legal obligations.

“The Government claims to be showing leadership on the basis of an inadequate net zero [emissions] target it is failing to meet,” Plan B said in a press release. “Yet, it has failed to prepare even for the minimum level of climate impact and plans to cut financial support for the most vulnerable communities around the world. It knows the City of London is financing levels of warming that would devastate our society.”

New Report Details How U.S. Can Achieve Net-Zero Emissions by 2050

A new report from Princeton University released yesterday details five pathways for achieving net zero emissions in the U.S. by 2050, with “priority actions” the U.S. should take before 2030.

A highlight across all pathways is total or near total electrification of energy use across the U.S. economy.

Additional recommendations include building a significant amount of new energy infrastructure, increasing wind and solar generating capacity, expanding the nation’s electric grid, and transitioning homes off natural gas.

The research puts the price tag of this near-term action at $2.5 trillion, but calculates it will create at least half a million jobs and save tens of thousands of lives.

The report also identifies several pitfalls the transition could face, including local opposition to land-use for renewable infrastructure and a lack of public support for electric cars and homes.

“The costs are affordable, the tool kit is there, but the scale of transformation across the country is significant,” said Jesse Jenkins, a Princeton professor and lead author of the report.

What if net-zero isn’t enough? Inside the push to ‘restore’ the climate.

Disagreements about how to tackle the climate crisis abound, but in 2020, it seemed much of the world finally reached consensus about at least one thing: getting to net-zero by 2050, or sooner. Net-zero is a state where greenhouse gases are no longer accumulating in the atmosphere — any emissions must be counterbalanced by sucking some carbon out of the air — and this year, a tidal wave of governments, businesses, and financial institutions pledged to reach it.

But for a new movement of young activists, the net-zero rhetoric is worrisome. “Hitting net-zero is not enough,” they wrote in a letter published in the Guardian last month. Instead, the group behind the letter, a youth-led organization called Worldward, urges the world to rally around a different goal, one they call “climate restoration.” The letter was co-signed by prominent climate scientists James Hansen and Michael Mann, in addition to writers, artists, and other activists.

“The climate today is not safe,” said Gideon Futerman, the 17-year-old founder and president of Worldward, who lives in a suburb north of London. “Millions of people are suffering and millions more will.” By the time net-zero is achieved, he said, the climate will be considerably more dangerous.

Massachusetts solar loans program leaves banks with confidence to lend
As the program ends, private solar lending will continue but low-income homeowners may be left behind.

Massachusetts’ lauded solar loan program is drawing to a close this month, leaving behind a more robust solar financing market but also taking away a tool that lenders and installers say has been invaluable in bringing the benefits of solar power to underserved households. 

“It has allowed us to bring solar to people who might not have access to it otherwise,” said Richard Bonney, project developer for solar installer RevoluSun, which completed 141 projects through the program. “That is the biggest area of concern on our end.”

The Mass Solar Loan program was launched in 2015 with two goals: jumpstarting the market for residential solar financing and expanding access to solar for lower-income households.

The clean energy center plans to sunset the program on Dec. 31, as originally authorized.

Without the income-based support of the state program, however, market-based lending programs are unlikely to reach lower-income households on anything like the scale of the Mass Solar Loan. Of 5,700 loans made through the program, 3,000 of them were to borrowers taking advantage of provisions for low-income customers. 

Even as banks and credit unions seem to be stepping up their solar lending, they will not be able to fill all the gaps left by the state program. Nearly 30% of the program’s loans went to applicants with credit scores lower than 720, a level lenders generally consider quite risky. 

And while many homeowners are expected to use home equity loans to finance a solar installation, borrowers who put down smaller down payments or haven’t owned their homes for long might not have enough equity to support a loan. 

Massachusetts’ solar incentive program has provisions targeting low-income households, but does [not] have any tools for helping homeowners get over the initial hurdle of the upfront cost to install a system. 

There is nothing on the horizon to fill that gap, and the administration of Gov. Charlie Baker does not seem to see the value in funding more solar incentives for low-income residents, [Ben Mayer, vice president of marketing and residential sales for SunBug Solar] said.

“It would be funny if it weren’t so aggravating,” he said. “If anything, you should be figuring out how to increase the investment.”

That statement appeared in a Bloomberg Green article a week or so ago. It reported on future European plans to use hydrogen (H2) as a fuel “in modified gas turbines” to power airplanes. Similar reports have appeared in other reputable energy articles about how hydrogen is the optimal climate solution because its use will not create any air emissions.

What is true is that renewable power like solar or wind can split water into H2 to produce what the reporters claimed – “emissions free” energy. But that requires a complicated and expensive electrolysis process to make H2. That renewably generated “green hydrogen” would then be run through a fuel cell to make electricity. Fuel cells do not produce carbon dioxide (CO2) or other harmful emissions. There are many smart applications for fuel cell-derived power, in cars and heavy vehicles, and in various industrial applications – what an intelligent hydrogen economy might look like in the years to come.

Clean Energy Group (CEG) has been a fervent supporter of green hydrogen and its use in fuel cells. We worked on hydrogen and fuel cells 15 years ago, when they were one of the few cleaner energy options. Then, we did not have the cheaper and more practical alternatives to fossil fuel plants such as renewables and battery storage that we have today.

Back in 2006, CEG wrote that “[h]ydrogen is most efficiently used in fuel cells where it is converted to electricity “electro-chemically” (i.e., without combustion), with only water and oxygen depleted air as exhaust products.”

This is because combustion is where hydrogen goes from “emissions-free” to polluting, the critical distinction seemingly lost in this new debate about using H2 to address climate change.

What happens when H2 is combusted?

Burning H2 does not produce carbon dioxide (CO2)  emissions. That is good news for the climate.

However, hydrogen combustion produces other air emissions. And that scientific fact is the untold story in this aggressive industry plan, one that could turn green H2 into ghastly H2.

The bad news is that H2 combustion can produce dangerously high levels of nitrogen oxide (NOx). Two European studies have found that burning hydrogen-enriched natural gas in an industrial setting can lead to NOx emissions up to six times that of methane (the most common element in natural gas mixes). There are numerous other studies in the scientific literature about the difficulties of controlling NOx emissions from H2 combustion in various industrial applications.

California, with numerous policy initiatives, moves into top spot

After nine years at the top of a list that state officials regularly tout, Massachusetts is no longer considered to be the most energy-efficient state in the nation.

California now sits atop the American Council for an Energy-Efficient Economy (ACEEE) rankings and bumped Massachusetts down to second place thanks to the passage of millions of dollars in incentives for high-efficiency heat pump water heaters and an executive order to phase out new gasoline-powered vehicles by 2035.

“In a year dramatically impacted by a global pandemic and associated recession, efforts to advance clean energy goals struggled to maintain momentum amid the loss of 400,000 energy efficiency jobs by the summer and disruptions to countless lives. Despite these challenges, some states continued to successfully prioritize energy efficiency as an important resource to help reduce household and business energy bills, create jobs, and reduce emissions,” the ACEEE wrote in its annual report and scorecard. “First place goes to California, which sets the pace in saving energy on multiple fronts with adoption of net-zero energy building codes, stringent vehicle emissions standards, and industry-leading appliance standards.”

Massachusetts has had at least a share of first place in the ACEEE rankings for the last nine years (California had tied with Massachusetts for number one as recently as 2016) and has been in the top 10 all 14 years that the ACEEE has published its annual state scorecard.

“Generally speaking, the highest-ranking states have all made broad, long-term commitments to energy efficiency, indicated by their staying power at the top of the State Scorecard over the past decade,” lead report author Weston Berg said. “However, it is important to note that retaining one’s spot in the lead pack is no easy task; all of these states must embrace new, cutting-edge strategies and programs to remain at the top.”

Every year since 2015, the Baker administration has celebrated the top billing with a press release, featuring quotes from the governor, lieutenant governor, Energy and Environmental Affairs secretary, Department of Energy Resources commissioners, House speaker, Senate president, House minority leader, Senate minority leader and a House committee chairman.

This year, there was no administration press release, and the Executive Office of Energy and Environmental Affairs and Department of Energy Resources declined to make anyone available to discuss the rankings with the News Service on Wednesday.

Toyota EV with solid-state batteries: 10-minute full charge, prototype reportedly due in 2021

Toyota hopes to be the first automaker to launch an electric car with solid-state batteries, aiming to unveil a prototype next year, ahead of a production launch relatively soon after that, Nikkei Asia reported Thursday.

The automaker expects electric cars powered by solid-state batteries to have more than twice the range of vehicles using current lithium-ion battery chemistry, with the ability to fully recharge in just 10 minutes, according to the report, which also said Toyota has over 1,000 patents related to solid-state batteries.

While Toyota seems fairly far ahead of other Japanese automakers (Nissan doesn’t plan to start real-world testing of solid-state batteries until 2028, the report said), the country’s automotive suppliers appear to be gearing up for production.

Mitsui Mining and Smelting (also known as Mitsui Kinzoku) will build a pilot facility to make electrolyte for solid-state batteries, the report said. Located at an existing research and development center in Japan’s Saitama Prefecture, the facility will be able to produce “dozens of tons” of solid electrolyte starting next year, enough to fulfill demand for prototypes, according to the report.

The timetable discussed in the report is accelerated from what a top Toyota executive suggested just this summer. In an interview with Automotive News in July, Keiji Kaita, executive vice president of Toyota’s powertrain division, said limited production of solid-state batteries would start in 2025.

This report also suggests that solid-state battery cells could have much-improved energy density. That echoes a Samsung statement from earlier this year, suggesting its solid-state tech could double energy density.

Biden Pick to Bolster Legal Odds with Added Climate Review

President-elect Joe Biden’s selection of environmental lawyer Brenda Mallory for a top spot in the new administration could help federal agencies improve their litigation record on climate change.

The presumptive nominee to lead the White House’s Council on Environmental Quality will be tasked with revamping Trump-era regulations and ensuring that federal agencies stay out of legal trouble by properly studying the full impacts of their decisions.

If confirmed by the Senate, Mallory will take the helm of CEQ at a time when judges have increasingly faulted federal officials under both the Obama and Trump administrations for failing to fully consider greenhouse gas emissions in their National Environmental Policy Act reviews. NEPA requires agencies to analyze and disclose the impacts of their actions, including approvals of highways, pipelines, and other projects.

CEQ, which oversees NEPA implementation, aimed to sidestep those losses in July by issuing a rule that eliminated a longstanding requirement that officials consider the cumulative impacts of their actions—a part of NEPA reviews that often touches on climate change. The Biden administration is expected to reconsider that move and quickly direct agencies to strengthen their climate analyses.

“Reversing the Trump-era NEPA rollbacks is going to be priority No. 1,” said Western Environmental Law Center lawyer Kyle Tisdel, a frequent foe of federal agencies in NEPA cases.

Next on the list, he said, will be issuing new guidance for how agencies should incorporate climate analysis into their reviews.

The result will be better outcomes in NEPA litigation during the Biden administration, legal experts say.

Agencies and project backers “should already realize that their environmental reviews are more likely to survive judicial scrutiny if they include cumulative impact review and lifecycle greenhouse gas analysis where appropriate,” said Columbia Law School professor Michael Gerrard, who directs the Sabin Center for Climate Change Law.

SYDNEY, Australia — China is forcing Australia to confront what many countries are concluding: The coal era is coming to an end.

China has now officially blocked coal imports from Australia after months of vague restrictions that dramatically slowed trade and stranded huge ships at sea.

For Australia, the world’s largest coal exporter, the decision is a gut punch that eliminates its second-biggest market at a time when many countries are already rethinking their dependence on a filthy fossil fuel that accelerates the devastation of climate change.

While Beijing’s motives are difficult to divine, there are hints of mercantilist protection for local producers and the desire to punish Australia for perceived sins that include demanding an inquiry into the source of the coronavirus. China’s commitment to cut emissions may also allow it to be marginally more selective with its vast purchases.

Whatever the reasoning, the impact is shaping up to be profound for a country that has tied its fate to coal for more than 200 years. Mining policy can still decide elections in Australia and the current conservative government is determined to do the bare minimum on climate change, which has made China’s coal cutback a symbolic, cultural and economic shock.

“A transition has been forced upon us,” said Richie Merzian, the climate and energy program director at the Australia Institute, an independent think tank. “It’s hard to see how things will really pick up from here.”

The realization, if it holds, may take time to sink in.

Prime Minister Scott Morrison has ridden Australia’s traditional reliance on fossil fuels into power. He famously held up a hunk of coal in Parliament in 2017, declaring “don’t be scared,” and first became prime minister in an intraparty coup after his predecessor, Malcolm Turnbull, tried to pursue a more aggressive approach to combating climate change.

“Coal-Mo,” as some of his critics call him, dismissed concerns on Wednesday about China’s ban, arguing that there are many other countries still lining up for the product.

With the price of Western Canadian oil languishing around $35 a barrel and Canadian oil sands companies hemorrhaging both workers and money, the province of Alberta sees its future in another fossil fuel: coal.

A “coal rush” in the province could see at least six new or expanded open-pit coal mines built up and down the eastern slopes of the Rocky Mountains, mostly by Australian companies. Together, these projects could industrialize as much as 1,000 sq km of forests, waterways and grasslands.

Alberta has eight operating coal mines and more than 91bn tonnes of mineable coal, but until recently, Alberta had a restrictive coal-mining policy that’s been in place for 44 years to protect drinking water for millions of people. In 2015 the previous Alberta government announced a plan to eliminate coal-fired electricity by 2030, a goal Canada’s federal government embraced three years later to help fulfill Canada’s greenhouse-gas-reduction commitments to the Paris Agreement.

Canada, along with the United Kingdom, also launched the Powering Past Coal Alliance at the 2017 UN Climate Change Conference to accelerate the phase-out of coal-fired power plants worldwide.

Yet despite the commitment to eliminate coal-fired electricity, the new conservative provincial government has pulled out all the stops to increase coal production for export.

It rescinded the 1976 coal mining policy without public consultation, after spending months wooing Australian coal companies. It also reduced the corporate tax rate from 10 to 8%, axed provincial parks in coal-rich areas, offered 1% royalties (Australia’s is a minimum of seven), and passed legislation to fast-track project approvals.

President-elect Joe Biden’s plan to crack down on the energy industry’s greenhouse gas pollution could offer a boon for U.S. natural gas producers who want to keep exporting to an increasingly climate-minded Europe.

U.S. gas shipments to Europe have soared since 2016, driven by the American fracking boom and efforts to help the Continent lessen its reliance on Russia. But pressure on European countries to reduce their impact on the climate is threatening to close off opportunities for the U.S. because of the heavy amounts of planet-warming methane released when the gas is produced.

Now, Biden’s promise to reduce those methane emissions could make U.S. gas shipments more palatable to Europe.

Such an outcome would contradict one of President Donald Trump’s closing campaign themes: that electing the former vice president would spell doom for U.S. fossil fuel producers. But it could rankle progressive climate activists who are pushing for Biden to end fracking and stop all U.S. fossil fuel exports.

Coca-Cola, PepsiCo, Nestlé Are Worst Plastic Polluters of 2020, Have Made ‘Zero Progress,’ New Report Finds

The top plastic polluters of 2020 have been announced, and Coca-Cola, PepsiCo and Nestlé top the list for the third year in a row.

In a new report demanding corporate responsibility for plastic pollution, Break Free From Plastic (BFFP) named the repeat offenders and called them out for what appeared to be negligible progress in curbing the amount of plastic trash they produce despite corporate claims otherwise.

“The title of Top Global Polluters describes the parent companies whose brands were recorded polluting the most places around the world with the greatest amount of plastic waste,” the report’s executive summary noted. “Our 2020 Top Global Polluters remain remarkably consistent with our previous brand audit reports, demonstrating that the same corporations are continuing to pollute the most places with the most single-use plastic.”

The report employs brand audits and global cleanups to collect and count plastic debris from around the world. This year, nearly 15,000 volunteers collected 346,494 pieces of plastic in 55 countries to contribute to the report, a BFFP press release said.

Over 5,000 brands were cataloged this year, but Coca-Cola quickly emerged as the world’s number one plastic polluter. Its beverage bottles were found most frequently, discarded on beaches, rivers, parks and other litter sites in 51 of the 55 nations surveyed, The Guardian reported. The brand was worse than PepsiCo and Nestlé, the next two top offenders, combined.

Plastic pollution is one of the leading environmental problems of the modern-day. Plastics do not disintegrate or disappear, but instead break up into microplastics that get consumed by the tiniest organisms. These toxins bioaccumulate and move their way up the food chain and into our air, food and water.

“The world’s top polluting corporations claim to be working hard to solve plastic pollution, but instead they are continuing to pump out harmful single-use plastic packaging,” Emma Priestland, Break Free From Plastic’s global campaign coordinator, told The Guardian.

Weekly News Check-In 11/6/20

Welcome back.

The town of Weymouth dropped its fight against the Enbridge compressor station in return for a few concessions. Activists who fought the project for years were not pleased. We include a letter from Alice Arena of Fore River Residents Against the Compressor Station (FRRACS), to Weymouth Mayor Robert Hedlund.

We also found recent updates on Eversource Pioneer Valley pipelines and the Connecticut Expansion Pipeline.

Pipeline protesters have faced an increasingly hostile legal landscape in the last few years. To absolutely no one’s surprise, it turns out that state legislators who backed these draconian laws received substantial campaign funding from the oil and gas industry.

Financing continues to flow away from the fossil energy sector. The Association of European Development Finance Institutions (EDFI) just announced that all of its financing would align with Paris Climate Agreement goals as early as 2022.

Major climate news includes the Unites States withdrawal from the Paris Agreement. This was expected, and concludes a long formal process set in motion by the Trump administration a year ago. Joe Biden has pledged to rejoin that agreement “on day one”, if elected. As I write, votes are still being counted but a Biden victory appears likely.

We have news about local elections that are affecting the energy mix on the grid, as many communities vote to adopt community choice aggregation plans with substantial percentages of emissions-free energy.

Massachusetts’ new ConnectedSollutions program, which provides payments to customer-owned battery storage systems that discharge when called upon by utilities to help manage energy demand on the grid, has opened up an exciting new marker for storage sited in affordable housing units. This takes us one step closer to ending reliance on highly polluting peaker power plants.

Clean transportation is also benefiting from fresh thinking, particularly with a Massachusetts start-up that has found a way to finance electric school buses in districts where budgets can’t handle the hefty up-front price tag.

In a surprise shake-up, President Trump abruptly demoted Federal Energy Regulatory Commission (FERC) Chairman Neil Chatterjee and replaced him with ultra-conservative James Danly. While we regularly criticize FERC policy on this page, we acknowledge that some recent moves made good sense and earned praise from clean energy advocates. Chatterjee was right to guide the Commission through those important steps. He understood the risk, and this obvious retribution from Trump has left him without regrets. Well done, sir.

Finally, peak oil is behind us and the fossil fuel industry is officially circling the drain. That said, we can’t lose sight of the fact that it’s still huge and powerful, and has the capacity to thoroughly cook the planet unless its conversion or dismantling is properly managed.

We close with a new report on plastics in the environment, confirming that the U.S. leads the world in waste – discarded both at home and shipped for “recycling” abroad where it may be mishandled and find its way into oceans.

Hedlund gives up
Weymouth, Enbridge strike deal worth up to $38 million

WEYMOUTH —Some residents and local officials say they’re disappointed that Mayor Robert Hedlund’s administration has struck an agreement with the gas company that owns the newly constructed natural gas compressor station, a deal that will provide the town with $10 million upfront and potentially $28 million in tax revenue over the next 35 years.

Hedlund said his administration and representatives from Enbridge, the energy company that owns the compressor station, have reached a host community agreement that covers a range of issues, from the property tax structure for the site to addressing coastal erosion and the ongoing hazardous waste cleanup.

Hedlund said the town has been more aggressive than any other community in fighting such a project, but officials also needed to face the reality of the situation and protect the town’s interests by entering a host agreement.

“The clock has run out on us, and we have a fully permitted facility that we know is going to start up very soon,” he said.

The controversial compressor station is part of Enbridge’s Atlantic Bridge project, which will expand the company’s natural gas pipelines from New Jersey into Canada. It has been a point of contention for years among neighbors and some local, state and federal officials who say it presents serious health and safety risks and has no benefit for the residents of Weymouth, Quincy, Braintree, Hingham and surrounding communities.

Alice Arena, leader of the Fore River Residents Against the Compressor Station, said the agreement will not cover the loss of security, safety, health, environment, and property value resulting from the compressor station.

Activist group urges Eversource CEO to scrap plans for regional natural gas pipeline

SPRINGFIELD — An activist group has urged Eversource to abandon a long-planned natural gas pipeline project in the region, saying such an expansion is “unwarranted” and counter to energy conservation efforts.

The group, the Columbia Gas Resistance Campaign, addressed the letter this week to Eversource Chief Executive Officer James Judge. It was signed by 92 community organizations and 12 state and local politicians, the campaign said.

Eversource said Wednesday that it is reviewing all projects following its recent purchase of Columbia Gas of Massachusetts for $1.1 billion.

On Oct. 13, while celebrating the purchase, Eversource gas operations president William Akley said improvement projects have environmental benefits and the gas system while in place, needs to be “safe and reliable.”

The Resistance Campaign’s letter said, in part: “As Eversource embarks on its new venture in Western Massachusetts, and indeed in all three service areas, we ask that you regard this moment as an opportunity to switch from a path involving harmful gas and fossil fuel development to a business plan that embraces green energy, stopping the steamroller of climate change that is now consuming communities across the globe.”

Columbia Gas had pursued pipeline projects with Tennessee Gas Pipeline and its owner, Kinder Morgan, for a pipeline loop project in Agawam, Longmeadow and Springfield. The project is designed to improve the horsepower at an Agawam compressor station; build a 12-inch diameter, create a two-mile pipeline loop in Agawam, and provide a new 16-inch line to Springfield’s South End via a new meter station in Longmeadow, officials said.

The Resistance Campaign welcomed Eversource as the successor company, but asked for a meeting “to discuss transitioning from fossil fuels toward energy conservation project and non-combustible clean energy sources.”

“With Eversource’s participation, we are confident that we can create an energy future where wind and solar sources heat and cool our homes and businesses, while powering our grid and transportation systems,” the campaign said.

In a statement, Eversource spokesman Reid Lamberty said the company will “collaborate and work with municipal and community leaders, organizations, and other stakeholders.”

“We are continuing our thorough review of all projects we assumed with our acquisition of Columbia Gas of Massachusetts,” Lamberty said. “We look forward to discussions with the community — especially around methane leaks from aging pipes, reliability and safety issues, and how we meet community expectations and needs.”

Lamberty said he has no further comment on the group’s letter.

The Resistance Campaign said that if Eversource is committed to its public plan to be carbon neutral by 2030, the planned expansion of the gas pipeline system is counter to that goal.

The coalition urged the company to begin reducing natural gas distribution services, actively pursue non-combustible clean options like geothermal district heating and electric pump technologies.

In addition, the coalition raised concerns about the safety of gas fuel, citing the Merrimack Valley explosions. Gas company officials have defended the new pipeline project as a step toward alleviating gas leaks.

Tennessee Gas and contractor to pay $800,000 in penalties, repairs over controversial natural gas project in Otis State Forest

Tennessee Gas Pipeline Company and its contractor which installed a controversial natural gas line through Otis State Forest will pay a total of $800,000 in fines and to make repairs after damaging an ecologically-important vernal pool, failing to protect wetlands and damaging the roadway during the construction.

Tennessee Gas Pipeline Company and its contractor Henkels & McCoy, Inc. will make about $300,000 in penalties and payments to the Massachusetts Natural Resource Damages Trust and will spend about $500,000 to repave part of Cold Spring Road, in Sandisfield, according to the agreement between the company and its contractor Henkels & McCoy Inc. and Massachusetts Attorney General Maura Healey.

The damage was done in 2017 while the company was installing a four-mile line through Otis State Forest as part of a 14-mile pipe extension that cut through New York and Connecticut. The work drew multiple protests and led to more than a dozen arrests for civil disobedience.

Under the claim, Tennessee Gas was accused of failing to maintain erosion and sediment controls causing soil and sediment to run into more than 630 square feet of wetlands. It was also accused of excavating and filling portions of a vernal pool and shutting down a required pump temporarily degrading water quality in Spectacle Pond Brook, the Attorney General’s office said in announcing the settlement.

In a second location, the companies were also accused of dumping 15,000 gallons of contaminated pipeline test water directly onto the ground adjacent to Tennessee Gas’ pipeline compressor station in Agawam, the announcement said.

“Tennessee Gas repeatedly assured the state and Sandisfield residents that water quality and wetlands would be protected during pipeline construction, but they failed to make that happen,” Healey said in writing.

The major pipelines studied in the report disproportionately impact historically disenfranchised communities who, in turn find themselves potentially targeted by the protest criminalization measures, often framed as efforts to protect “critical infrastructure,” the report details.

“Under the premise of protecting infrastructure projects,” the Institute wrote, “these laws mandate harsh charges and penalties for exercising constitutional rights to freely assemble and to protest.”

The past decade has seen a glut of new pipeline construction in the U.S. More than 80,000 miles of major new pipelines, like interstate gas transmission lines and oil pipelines, have been built across the U.S., federal data shows — enough to crisscross the country from the coast to coast roughly 30 times. That’s not including over 400,000 miles of smaller gas distribution and service pipes laid across the nation during that time.

These new projects have often been dogged by controversy, both due to local opposition and because the climate crisis has spurred a needed transition away from the fossil fuels that would be carried in those pipes.

In the face of that opposition, 13 states have passed laws since 2017 designed to criminalize protests specifically related to oil and gas projects. At least three states — Kentucky, South Dakota, and West Virginia — have pushed forward on their “critical infrastructure” protest criminalization bills since the COVID-19 pandemic began.

The report from the Institute for Policy Studies focuses on critical infrastructure laws passed or introduced in Louisiana, Minnesota, and West Virginia, three states where controversies over major pipeline projects have simmered. It follows the flow of money from the backers of major pipeline projects underway in each state to local politicians.

Exclusive: European Development Finance group to exit fossil fuel investments by 2030

The Association of European Development Finance Institutions (EDFI), whose 15 government-owned members invest across emerging and frontier markets, also said it would align all new lending to the Paris Agreement on climate change by 2022.

It would also ensure that all investment portfolios achieve net-zero carbon emissions by 2050 at the latest.

“As taxpayer-funded organisations, we are committed to promoting green growth, climate adaptation and resilience, nature-based solutions, access to green energy and a just transition to a low-carbon economy,” EDFI Chief Executive Søren Peter Andreasen told Reuters in a statement.

Development Finance Institutions refer to state-backed lenders such as CDC Group in Britain, Norfund in Norway and Proparco in France, which provide financing in areas like infrastructure and healthcare to help boost economic development, often in low- and middle-income countries.

The U.S. has officially left the Paris climate agreement.

However, the permanence of its departure hangs on the still-uncertain outcome of Tuesday’s U.S. presidential election. While President Donald Trump made the decision to withdraw the U.S. from the agreement, his rival former Vice President Joe Biden has promised to rejoin “on day one,” as NPR pointed out. Either way, the U.S. withdrawal has hurt trust in the country’s ability to follow through on climate diplomacy initiated by one administration when another takes power.

The landmark 2015 agreement was designed to limit the global warming causing the climate crisis to well below two degrees Celsius above pre-industrial levels, and ideally to limit it to 1.5 degrees Celsius. The U.S. is currently responsible for around 15 percent of greenhouse gas emissions, but it is historically the country that has contributed the most emissions to the atmosphere, NPR pointed out. Under the Paris agreement, the U.S. had pledged to reduce emissions around 25 percent by 2025 compared to 2005 levels, but it is now only on track to reduce them by 17 percent.

This is partly due to Trump administration environmental policies like the rollback of Obama-era emissions controls on power plants and vehicles. Emissions rose during the first two years of Trump’s presidency but have declined in 2020 because of the economic downturn caused by the coronavirus pandemic.

The U.S. withdrawal has also affected a global fund intended to help poorer countries on the frontlines of the climate crisis adapt to rising seas and temperatures. The U.S. had originally committed to supplying $3 billion, but the Trump administration withdrew two-thirds of that amount..

Trump first formally announced his intention to withdraw from the Paris agreement in 2017, arguing that it would harm U.S. jobs, The New York Times reported. His administration formally began the withdrawal process Nov. 4, 2019, the earliest date possible under UN rules. That process then took a year, which is why the U.S. is officially out today. If Biden wins and rejoins the agreement on Jan. 20, the reversal would be effective 30 days later.

Greta Thunberg has become so firmly entrenched as an icon — perhaps the icon — of ecological activism that it’s hard to believe it has been only two years since she first went on school strike to draw attention to the climate crisis. In that short time, Thunberg, a 17-year-old Swede, has become a figure of international standing, able to meet with sympathetic world leaders and rattle the unsympathetic. Her compelling clarity about the scale of the crisis and moral indignation at the inadequate political response have been hugely influential in shifting public opinion. An estimated four million people participated in the September 2019 global climate strikes that she helped inspire. “There’s this false image that I’m an angry, depressed teenager,” says Thunberg, whose rapid rise is the subject of “I Am Greta,” a new documentary on Hulu. “But why would I be depressed when I’m trying to do my best to change things?”

What do you see as the stakes for the U.S. presidential election? Is it a make-or-break ecological choice? We can’t predict what will happen. Maybe if Trump wins that will be the spark that makes people angry enough to start protesting and really demanding things for the climate crisis. I think we can safely say that if Trump wins it would threaten many things. But I’m not saying that Joe Biden is good or his policies are close to being enough. They are not.

Local elections are changing America’s energy mix, one city at a time
Renewable energy just won in a few local elections

Local races can go a long way toward changing how Americans get their electricity. After yesterday’s election, both the city of Columbus, Ohio, and township of East Brunswick, New Jersey, are projected to pass measures that allow their local governments, instead of utilities, to decide where residents’ power comes from.

These “community choice” programs are boosting the growth of cheap renewable energy and are already prying loose investor-owned utilities’ tight grip on energy markets in places like California. More and more of these programs are popping up in states where they’re allowed, and they’re expected to grow beyond those borders in the future.

“We’ve seen a big grassroots push for state and national action on climate. In the meantime, cities and communities have sought out creative ways to make change from the ground up where possible,” Kate Konschnik, director of the Climate & Energy Program at the Nicholas Institute for Environmental Policy Solutions at Duke University, wrote to The Verge in an email. “Cities are also stepping up to demand cleaner and more locally sourced electricity, for themselves and for their residents.”

The measures that voters cast their ballots for in Columbus and East Brunswick yesterday allow local governments to decide what energy mix is available for their residents and use their collective purchasing power to bargain for cheaper rates. Utilities will still be in charge of getting that power to people but will no longer be calling the shots when it comes to deciding how much of that energy comes from renewables versus fossil fuels in places that have adopted community choice measures.

Battery Storage is Coming to Affordable Housing Thanks to Efficiency Program

Developing affordable housing is challenging, and incorporating energy efficiency and renewables into affordable housing development is even more challenging. Nevertheless, some affordable housing providers have continually been at the forefront of advancements in the clean energy space, improving the energy efficiency of their properties and, increasingly, incorporating solar PV and other clean energy technologies

But, to-date, few have found success in adopting energy storage to cut costs and increase energy resilience. Now, a new utility program in Massachusetts has dramatically changed the economic landscape for battery storage in the state and created a pathway to deliver the benefits of storage to affordable housing providers and residents.

In 2019, Massachusetts became the first state in the nation to establish a program within its energy efficiency plan for customer-sited, behind-the-meter battery storage. The Commonwealth had already recognized peak demand reduction as a valuable new form of energy efficiency; now, with analysis and technical support from Clean Energy Group, an incentive program has been developed to support customer batteries as a demand-reducing efficiency measure. The program, called ConnectedSolutions, provides payments to customer-owned battery storage systems that discharge when called upon by utilities to help manage energy demand on the grid. This new value stream for storage is a game-changer for behind-the-meter batteries, providing a reliable source of revenue backed by contractual utility payments.

For several years, Clean Energy Group has been working with affordable housing developers in the Greater Boston area, helping them to assess the economic feasibility of solar paired with storage at their properties. Again and again, we found that, while the economic case was often promising, affordable housing properties just didn’t have the types of spiky demand profiles that make for a strong financial case to install battery storage, especially not for the large battery systems needed to deliver significant backup power during emergencies. And properties outside Eversource service territory had an even tougher time making the economics of storage work without grants or other incentives, due to lower demand charge rates.

ConnectedSolutions has changed all that. Now, the customer’s pattern of electricity use doesn’t matter, and their demand charge rate is irrelevant. Customers simply sign a contract with their utility, and receive payments based on their battery’s response to a utility signal. ConnectedSolutions allows all customers to economically install battery storage, and it guarantees that these behind-the-meter batteries are used to benefit the entire grid, generating cost savings for all ratepayers. As more customers sign up for the program, the shift from site-specific to systemwide peak demand reduction could transform thousands of residential and commercial electricity customers into a flexible, grid-responsive energy asset, providing grid-scale services currently being met—at great cost—by fossil-fueled assets, such as peaker power plants.

Highland Electric Transportation has partnered with a Massachusetts city to provide electric school buses without the upfront costs or maintenance hassles.

A Massachusetts company that aims to transform the electric school bus market has rolled out its first vehicle as part of the city of Beverly’s plan to convert its entire fleet to electric power.

“We’re excited that it’s finally in our hands,” said Beverly mayor Michael Cahill. “We have a good feeling about it.”

Beverly’s new bus is just the fourth electric school bus to be put into service in Massachusetts; the other three were part of a state-funded pilot program in 2016 and 2017.

Some 9,000 school buses are on the road across Massachusetts. Many cities and towns have started looking for ways to cut emissions from their school bus fleets, both to lower greenhouse gas emissions and to reduce the exhaust fumes students are exposed to on a daily basis. In Beverly, more than 45% of the city’s emissions come from transportation, so the city’s fleet of 22 school buses is a logical place to look for carbon reductions, Cahill said.

The rollout of Beverly’s new bus is a collaboration between the city and Highland Electric Transportation, a local start-up founded in 2018 by renewable energy industry veteran Duncan McIntyre. In his previous work, McIntyre helped develop solar power purchase agreements, a model in which a company builds, owns, and operates a solar installation on a customer’s property and the property owner agrees to buy the energy generated.

As electric vehicle technology evolved, McIntyre spotted an opportunity to apply the same concept to the school bus industry.

Though prices vary, electric school buses can cost more than $300,000, roughly three times the cost of a comparable diesel vehicle. Charging infrastructure can add another 15% to 30% to the final price tag. Highland, therefore, plans to partner with school districts that are interested in using electric school buses but unable to afford these high upfront costs. The company will buy and own the buses and charging infrastructure. Customer school districts will pay a monthly fee for the use of the buses and chargers, as well as ongoing maintenance.

The company says it is studying three designs for commercial air travel, but a host of complex problems remain related to producing “clean” hydrogen fuel.

The aerospace giant Airbus hopes to put a hydrogen-powered commercial airliner in the sky that will release zero carbon dioxide emissions in the atmosphere. But not until 2035.

While 15 years might seem like a long time for research and development given the urgent need to reduce carbon emissions under the Paris climate agreement, processing and storing “clean hydrogen” requires solving an array of complex technical challenges. Three early design concepts the company is studying would run off of hydrogen and oxygen fuel and have no carbon exhaust. But that doesn’t mean they won’t affect the climate at all.

“I will let you in on a little secret, they are not zero emission,” Amanda Simpson, vice president for research and technology for Airbus Americas, said.

Burning hydrogen produces water, which comes out of the engines as a vapor that, especially at high altitudes, acts as a greenhouse gas.

Recent studies have shown that contrails—the white streaks of condensed water that follow jets across the sky—have a significant climate impact. Still, these hydrogen-powered designs could significantly limit the total warming that airlines cause by reducing or eliminating the carbon dioxide they emit. Airlines accounted for more than 2 percent of global CO2 emissions in 2018, with the total contribution of contrails and the various pollutants from commercial aviation driving about 5 percent of warming globally.

Up to this point, industry attempts at zero carbon flight have been smaller proof-of-concept designs, like short range electric planes that don’t scale up practically for larger passenger flights.

Simpson said she thinks hydrogen power is going to be “as clean as we can get,” so the development of a plane that runs on it is an important step in decarbonizing the aerospace industry.

“I knew when I moved forward with Order 2222, convening the tech conference on carbon pricing, and ultimately moved forward with a proposed policy statement, that there was the risk of blowback,” he said in an interview Friday morning. FERC announced Thursday evening that President Donald Trump had replaced him as chairman with Commissioner James Danly, a more conservative presence on the commission, though Chatterjee will remain on the commission. “I knew that, [but] went forward anyway, because I thought it was the right thing to do. I don’t know for certain that that is the reason that the action was taken … but if it was, I’m actually quite proud of it. And it would have been totally worth it.”

Some analysts saw Chatterjee’s moves in recent months as a signal that he was moving to more Democrat-focused priorities, though the former chairman, who plans to remain for the rest of his term as commissioner until June 2021, says these policies were totally consistent with his market-based approach to the energy transition.

Chatterjee maintains his actions received broad support across the political spectrum, adding that relatively few Republicans opposed recent FERC actions.

President Donald Trump has replaced Neil Chatterjee, the Republican chairman of the Federal Energy Regulatory Commission, with James Danly, another Republican who has taken a more conservative approach to federal energy policy at an agency that’s taken fire from clean energy advocates for using its regulatory power to impose restrictions on state-subsidized clean energy.

Thursday’s surprise announcement comes as Trump is trailing Democrat Joe Biden in the electoral votes needed to win the U.S. presidential election, with several key states yet to complete their vote tallies.

A Thursday report from the Washington Examiner quoted Chatterjee as speculating whether his abrupt replacement was due to his decision to issue a policy statement in September affirming FERC’s willingness to consider proposals for the country’s interstate grid operators to integrate carbon pricing into the wholesale energy markets they manage.

“I have obviously been out there promoting a conservative market-based approach to carbon mitigation and sending signals the commission is open to considering a carbon price, and perhaps that led to this,” Chatterjee was quoted as saying.

The Trump administration has restricted federal agencies from sharing information on the global warming impacts of human-caused carbon emissions. Danly issued a partial dissent to FERC’s carbon pricing policy statement, calling it “unnecessary and unwise.”

Danly also voted against last month’s Order 2222, which orders the country’s grid operators to allow aggregated distributed energy resources such as batteries, electric vehicles and demand response to participate in their wholesale energy, capacity and ancillary services markets. His no vote was overridden by Chatterjee and Richard Glick, FERC’s sole Democratic commissioner.

A year ago, only the most ardent climate optimists believed that the world’s appetite for oil might reach its peak in the next decade. Today, a growing number of voices within the fossil fuel industry believe this milestone may have already been passed. While the global gaze has been on Covid-19 as it ripped through the world’s largest economies and most vulnerable people, the virus has quietly dealt a mortal blow to oil demand too.

Energy economists claim with increasing certainty that the world may never require as much oil as it did last year. Even as economies slowly emerge from the financial fallout of the pandemic, the shift towards cleaner energy has gained pace. A sharp plunge in fossil fuel use will be followed in quick succession by a renewable energy revolution, which will occur at unprecedented pace. The tipping point for oil demand may have come and gone, and major oil companies are taking note.

Royal Dutch Shell told investors last week that the oil giant will probably never again produce as much oil as it did in the year before coronavirus hit. It is on a mission to overhaul a business steeped in more than a century of oil production and embrace clean energy alternatives. But the admission that its own oil production may have already reached its peak is less of a climate target than an acknowledgment of an inevitable and inexorable march towards a low-carbon future.

Exxon Flags Possible $30B Writedown After Third Straight Loss

ExxonMobil (NYSE: XOM) warned on Friday that it could write down North American natural gas assets with a carrying value of up to US$30 billion as it reported its third consecutive loss this year amid low oil demand and oil prices.

Exxon is currently re-assessing its portfolio to decide which assets with the highest potential to create value should be developed, the U.S. supermajor said in its Q3 earnings release.

“Depending on the outcome of the planning process, including in particular any significant future changes to the corporation’s current development plans for its dry gas portfolio, long-lived assets with carrying values of approximately $25 billion to $30 billion could be at risk for significant impairment,” Exxon said, flagging the possibility of major writedowns.

Unlike other major oil corporations, Exxon hasn’t yet adjusted the value of its assets during the pandemic. In fact, Exxon hasn’t been doing much of that over the past decade at all.

Even Chevron took impairment charges in Q2 due to a lower commodity price outlook and write-offs in its Venezuela operations due to the U.S. sanctions.

Exxon expects to complete the re-assessment of its portfolio this quarter, so possible writedowns could be announced early next year.

The U.S. is the No. 1 generator of plastic waste in the world and as high as the No. 3 generator of ocean plastic waste.

That’s the finding of a new study published in Science Advances last Friday that sought to paint a more accurate picture of the U.S. contribution to the plastic crisis. While previous studies had suggested that Asian countries were responsible for the bulk of ocean plastics, the new study upends this assumption by taking into account the plastic that the U.S. ships abroad.

“For years, so much of the plastic we have put into the blue bin has been exported for recycling to countries that struggle to manage their own waste, let alone the vast amounts delivered from the United States,” lead author and Sea Education Association professor of oceanography Dr. Kara Lavender Law said in a press release emailed to EcoWatch. “And when you consider how much of our plastic waste isn’t actually recyclable because it is low-value, contaminated or difficult to process, it’s not surprising that a lot of it ends up polluting the environment.”

It has long been known that the U.S. produces lots and lots of plastic, but the assumption was that this plastic was being effectively managed. The U.S. Environmental Protection Agency, (EPA), for example, reports that 75.4 percent of plastic waste is landfilled, 15.3 percent is incinerated and 9.3 percent is recycled, which suggests that all U.S. plastic is accounted for. But this does not take into account illegal littering or what happens once plastic is collected for recycling, the study authors pointed out. A 2010 study ranked the U.S. 20th in terms of its overall contribution to ocean plastic pollution. But that study also did not consider the plastic that the U.S. exported to developing countries.

The new analysis concluded that the U.S. generated around 42 million metric tons of plastic in 2016. Of the U.S. plastic collected for recycling, more than half of it was shipped abroad, and 88 percent of that was to countries that struggle to adequately recycle. Further, 15 to 25 percent of it was contaminated or poor quality plastic that would be extremely difficult to recycle anyway. These figures mean that the U.S. is polluting coasts in foreign countries with as much as one million tons of plastic.

Weekly News Check-In 10/16/20

Welcome back.

We took a break last week, but the news kept coming. Events are unfolding rapidly around the Weymouth compressor station, but fortunately WBUR’s Mariam Wasser published another of her excellent “explainer” articles. She pulls all the complicated pieces together and provides much-appreciated clarity.

Elsewhere on the pipeline beat, Eversource Energy has completed its purchase of Columbia Gas of Massachusetts. And while they’re still committed to pumping volatile, explosive gas under our streets and into our homes, their message is “this time it will be different.” In the interest of fair and balance reporting, we offer a sobering report about problems with anti-corrosion coatings on natural gas pipes.

We’re catching up on the big-picture impact of recent climate-related lawsuits with an excellent summary article from Dana Drugmand in DeSmog Blog. Closer to home, we found useful information on the health effects of indoor gas use – particularly gas ranges used in non-ventilated kitchens.

Those of us looking forward to a green, sustainable economy apparently have like-minded friends in Helsinki. We found an uplifting article from Finland’s capital, describing a whole population that’s embracing and working toward sustainability.

Our climate section opens with another warning about what will happen if we don’t get our act together quickly, and then follows with potentially hopeful news that China has made its first significant climate policy announcement, committing the country to net-zero by 2060. While that’s too slow, it’s an important beginning.

New York City took a big step toward clean energy when its utility agreed to work with environmental organizations and communities to replace six highly-polluting “peaking” power plants with low- or non-emitting alternatives. That means battery storage, charged during off-peak hours by some combination of conventional and renewable sources. Elsewhere in this section, we look at the complicated issues around hydropower, the down-side of solar in the smoke-choked west – and close with a study showing that reliance on nuclear power actually slows the deployment of renewable power sources.

We found an article describing a financing model for energy efficiency improvements that allows property owners to pay for improvements over time through utility savings. Energy Efficiency as a Service (EEaaS) has been around for decades, but now seems primed for broad application.

Utility Dive’s Kavya Balaraman wrote an extensive 4-part series covering all aspects of energy storage, and we give that whole section to her this week. Taken together, it’s an excellent tour of past, present, and future developments.

The electric vehicle community could see improvements in charging station accessibility and reliability soon, based on a new agreement between EV Connect, vehicle manufacturers, and other partners.

A lot of press lately has focused on cleaning up the fossil fuel industry mess that will inevitably be left behind as we move beyond carbon. It’s a good thing to talk about now, since the industry appears to be actively maneuvering to stick taxpayers with the huge bill. We include cautionary reports from Venezuela and Ecuador, where oil booms went bust without sufficient environmental regulations or remediation.

The South Korean government is defending its renewable energy subsidies for biomass in court. A potentially game-changing suit was brought by the country’s solar industry along with a Canadian citizen who’s trying to stop the clearcutting of British Columbia’s ancient forests to supply wood pellets. The suit charges that biomass burning has “worsened air pollution, accelerated climate change, and stunted the growth of the Korean solar energy sector.”

We close with an article describing a recent study that concludes there is currently 15.5 million tons of microplastics on the ocean floor.

For the last five years, a coalition of South Shore towns, politicians and local activists have tried to block the construction of a natural gas compressor station in North Weymouth. They’ve waged public awareness campaigns, challenged the project’s environmental permits in court, and even resorted to civil disobedience. Meanwhile, the company building the compressor station cleared every legal and regulatory hurdle in its way, and construction has moved forward.

The Weymouth compressor itself is a complicated project that involves multiple state and federal agencies and private companies — and that’s before you factor in all the litigation and local controversy the facility has generated.

WBUR published an explainer about the compressor station in June 2019, but given how much has happened since then, we felt it was time for an update. A new compressor station in the Fore River Basin has a federal operation permit, but an evacuation plan for residents during a potential emergency at the site remains unknown, according to compressor foes.

“It is simply unacceptable that this compressor station has received its final operating permit from the Federal Energy Regulatory Commission, but we still have no safety and evacuation plan available to the vulnerable residents,” said Alice Arena, leader of Fore River Residents Against the Compressor Station during a Town Council Meeting, Oct. 5.

Weymouth Mayor Robert Hedlund said an evacuation plan is “being finalized.”

“We anticipate it will be done before that station is fully operational,” he said.

The compressor station was scheduled to begin service, Oct. 1, but natural gas leaks on Sept. 11 and Sept. 30 have delayed the facility from being put into use.

The Fore River Residents Against the Compressor Station want Town Council to determine whether Enbridge Inc. properly notified the police and fire departments when natural gas leaks occurred at the compressor station, Sept. 11 and Sept. 30.

“We are asking the council…to request, review, and report on the police and fire 911 records for Friday, Sept. 11 and Wednesday, Sept. 30,” said FRRACS leader Alice Arena during an Oct. 5 council meeting.

According to Enbridge spokesman Maxwell Bergeron, the leaks forced an emergency shutdown of the compressor, and they are under investigation by the company.

Arena said FRRACS wants the council to obtain an investigative report about the gas leaks from the Pipeline and Hazardous Materials Safety Administration.

“We ask the Council to make this report available to the public,” she said.

The FBI has been asked to investigate whether a “cyber intrusion” triggered this week’s emergency shutdown at a natural gas compressor station in Weymouth.

The cause of the emergency shutdown on Sept. 30 — the second that month — is still unknown, though it seems to have originated in the plant’s electrical system, said U.S. Rep. Stephen Lynch.

“Because this is an international pipeline, and because of the national security implication, the FBI has been asked to take a look at any possible cyber intrusion that might have triggered the release,” Lynch said.

The FBI declined to comment on whether it was conducting an investigation involving the station.

The plant has been shut down since Sept. 30, and will remain so until an independent safety analysis is done and officials with the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) sign off on a re-start plan.

Lynch also submitted a request to the Federal Energy Regulatory Commission (FERC) on Friday, asking the agency to revoke the station’s certificate of public convenience and necessity, which would effectively pull the plug on the project. U.S. Sen. Ed Markey made the same request earlier in the week.

‘Safe and reliable’: Eversource says Agawam, Longmeadow pipeline projects necessary after acquiring Columbia Gas

Proposed natural gas pipeline work in Longmeadow and Agawam could help Eversource — now the owner of Columbia Gas of Massachusetts — end leaks from aging cast-iron pipes in Springfield and address other reliability and safety issues.

But the projects — which are opposed by environmentalists and some living in those towns — need a more thorough review now that Eversource is owner of the system, said Bill Akley, the company’s president of gas operations.

Akley spoke at a Tuesday afternoon news conference at what is now an Eversource Gas maintenance depot, formerly a Columbia Gas facility, in Springfield.

Eversource was celebrating the completion of its purchase of the former Columbia Gas of Massachusetts for $1.1 billion. State regulators approved the purchase last week. The federal government had already given an OK.

Also there, uninvited, were members of the Columbia Gas Resistance Campaign, a group opposing pipelines.

Susan Grossberg, a campaign member from Agawam, questioned how the pipeline projects fit with Eversource’s goal to be carbon neutral by 2030.

For natural gas pipeline developers hunting for a good deal on a 100-mile section of steel pipe, a recent advertisement claimed to have just what they are looking for.

Following the cancelation of the proposed Constitution natural gas pipeline in Pennsylvania and New York, a private equity firm recently offered a “massive inventory” of never-used, “top-quality” coated steel pipe.

What the company didn’t mention is that the pipe may have sat, exposed to the elements, for more than a year, a period of time that exceeds the pipe coating manufacturers’ recommendation for aboveground storage, which could make the pipe prone to failure.

Long term, aboveground pipe storage has become commonplace as pipeline developers routinely begin construction activity on pipeline projects before obtaining all necessary permits and as legal challenges add lengthy delays.

Whether canceled or stalled, overdue oil and gas pipelines across the country may face a little-known problem that raises new safety concerns and could add additional costs and delays.

Fusion bonded epoxy, the often turquoise-green protective coating covering sections of steel pipe in storage yards from North Dakota to North Carolina, may have degraded to the point that it is no longer effective. The coatings degrade when exposed to ultraviolet radiation from the sun while the pipes they cover sit above ground for years.

The compromised coatings leave the underlying pipes more prone to corrosion and failures that could result in leaks, catastrophic spills or explosions. Degraded coatings were implicated in an oil spill from a failed pipeline near Santa Barbara, California in 2015. Toxic compounds may also be released as the coating breaks down, raising concerns that the pipes could pose a health threat to those who live near the vast storage yards holding them.

Fossil Fuel Companies Keep Getting Sued Over Climate Impacts. Here’s Where the Cases Stand

September saw a flurry of new lawsuits filed by cities and states against major fossil fuel companies over the climate crisis and the resulting impacts that are already being felt. After Hoboken, New Jersey sued Big Oil and its largest trade association, the American Petroleum Institute, on September 2, back-to-back lawsuits came the following week from Charleston, South Carolina and the state of Delaware. Connecticut then followed with a lawsuit singularly targeting ExxonMobil, which remains one of the largest oil companies in the world and appears determined to double down on its core fossil fuel business despite knowing decades ago about the climate consequences of using its products. 

These climate lawsuits seek to hold companies like Exxon accountable for spending decades misleading the public on climate risks. Those dangers, projected long ago, have literally hit home in recent months with scorching heat, “record breaking” storms battering the Gulf Coast, and unprecedented and devastating wildfires burning millions of acres in the western U.S.

“Long before Trump entered office, oil and gas CEOs predicted this would be the result of their unfettered industry,” Greenpeace USA Climate Campaign Director Janet Redman said in a late August press release responding to the landfall of Hurricane Laura. “Climate denial is not a victimless crime, and it’s time for the fossil fuel industry to be held accountable.”

The current wave of climate accountability lawsuits started three years ago with a handful of coastal California communities, and has since burgeoned to include nearly two dozen communities across the country so far that are taking the fossil fuel industry to court. Six attorneys general are currently suing Exxon for alleged climate deception, litigation that has started to garner comparisons to the state lawsuits targeting Big Tobacco firms for lying about the health risks of smoking.

The climate cases have not yet made it to trial, with the exception of a securities fraud lawsuit brought by the New York Attorney General against Exxon. A judge dismissed that case following a trial held last October, finding that Exxon did not deceive its investors over climate risks to its business. Since then, attorneys general have filed several new cases alleging that major oil companies such as Exxon misled consumers in violation of state consumer protection laws.

“These companies were not simply reckless in the pursuit of profits,” District of Columbia Attorney General Karl Racine, who sued BP, Chevron, Exxon, and Shell in June, explained during a recent online briefing. “Their deceptive advertisements and misleading claims violated the D.C. Consumer Protection law.”

One legal expert who is following these climate cases told DeSmog that these consumer protection cases may have an easier path towards trial in state courts. “These are straight-up state consumer rights laws,” Pat Parenteau, an environmental law professor at Vermont Law School (and this writer’s former law professor) said. “So those [cases] are going to go straight to trial I think.”

Most Americans these days use electric stoves, but approximately a third cook primarily with natural gas, according to a 2015 report from the U.S. Energy Information Administration. Many of these cooks swear by the blue flame, which can supercharge a cast-iron pan in a way that would put an electric coil to shame. Cooking over a fire may seem natural enough, but these stoves should be a hotter topic: Given advances in induction technology, concerns about the climate, health anxieties, or some combination of the three, should anyone be using one?

If you can afford to avoid it, probably not.

On the air-quality front, at least, the evidence against gas stoves is damning. Although cooking food on any stove produces particulate pollutants, burning gas produces nitrogen dioxide, or NO2,, and sometimes also carbon monoxide, according to Brett Singer, a scientist at the Lawrence Berkeley National Laboratory who studies indoor air quality. Brief exposures to air with high concentrations of NO2 can lead to coughing and wheezing for people with asthma or other respiratory issues, and prolonged exposure to the gas can contribute to the development of those conditions, according to the EPA.

HELSINKI, Finland — When his tour as the American ambassador to Finland ended in 2015, Bruce Oreck decided to linger. Part of the draw was a business opportunity. In a neighborhood just north of the city center, Mr. Oreck paid about 11 million euros for a vast, abandoned, century-old train factory.

He has been transforming the site into a market and community center that he intends to be a model of green building and consumerism. But Mr. Oreck, who was a New Orleans tax lawyer and professional bodybuilder before he became an Obama political appointee, said he had stayed because he was enchanted by something besides the potential for real estate success.

“You don’t hear about it unless you spend time here, but something is happening in Helsinki that isn’t happening almost anywhere else,” Mr. Oreck said. “Helsinki is a city full of people waiting for the revolution. They really want to make the world a better place, and they’re trying to lead by example. Which is a paradox, because Finns are decidedly not showy people.”

The qualities Mr. Oreck is referring to are sometimes summed up by the term sustainability. In the world’s second-most northern capital, sustainability has moved from concept to guiding principle. It’s rare for a day to pass without hearing a form of the word deployed multiple times as an environmentally friendly noun, adjective or adverb.

But Helsinki has a parallel goal: The city has endorsed measures it hopes will earn it recognition as the world’s most functional city.

In Helsinki this aspiration will be judged against a measurable and widely shared benefit: New master-planned communities must integrate features allowing inhabitants to enjoy an extra hour of free time each day.

A group of trade organisations and solar companies have launched a new initiative that aims to improve diversity and inclusion in the industry.

The ‘Renewables Forward’ partnership will see stakeholders share corporate practices and policies as well as invest in under-resourced and minority communities in the US. The goal is to identify tangible ways to collaborate and drive a larger industrywide partnership between CEOs and solar organisations.

Founding members include Capital Dynamics, Cypress Creek Renewables, EDF Renewables, Generate Capital, Mosaic, Nautilus Solar Energy, New Columbia Solar, Nextracker, Sol Systems and Volt Energy, as well as the Solar Energy Industries Association and The Solar Foundation.

“From a mission perspective, the lack of diversity in solar means that whole segments of the American population are simply not participating in climate solutions and are being left out of the economic opportunities that these jobs create,” said Dan Shugar, CEO of Nextracker. “Words are good, but we are overdue in our industry to do better in terms of minority and gender representation.”

Renewables Forward’s initial efforts include coordinating an educational and fundraising programme to support US civil rights organisations the National Association for the Advancement of Colored People, The Southern Poverty Law Center and the Urban League.

Gilbert Campbell, CEO of solar project developer Volt Energy, said: “Our diversity issue is not simply a hiring problem, but an issue of education, access, political voice, environmental impact, community protection and sustainability.

“We cannot commit to building a better, more sustainable future without committing both to address the inequities of the past and to build a solution that elevates opportunity for all Americans.”

Fishing industry group casts doubt on offshore wind’s job creation promises
Wind advocates counter that a recent report obscures the potential for long-term employment as the industry continues to grow.

While offshore wind developers are promising tens of thousands of U.S. jobs from wind farm development along the East Coast over the next decade, the commercial fishing industry is sowing doubt about the projections. 

An economic analysis commissioned by the Responsible Offshore Development Alliance, a fishing industry coalition, concludes that “a surprisingly low” number of new positions will be permanent, and that the bulk of jobs will be created overseas. 

“The claim that the huge investments on offshore wind would provide significant job and economic benefits in the U.S. has been grossly inflated,” wrote the report’s author, Janet Liang, an economist with Georgetown Economic Services, a consulting firm. 

Wind industry representatives are not convinced by the findings, however. So long as Eastern Seaboard states can provide sufficient training to help businesses and workers capitalize on wind industry opportunities, the economic benefit is bound to be substantial, said Liz Burdock, chief executive and president of the Business Network for Offshore Wind. 

“The number that I point to, which is based on annual aggregate data, is what’s happened in Europe, where offshore wind sustains 40,000 jobs,” Burdock said. “I feel fairly confident that we’re going to hit or exceed that number with what we have in the pipeline now.” 

The Georgetown report comes as federal regulators near a long-awaited decision on Vineyard Wind, which is poised to become the nation’s first utility-scale offshore wind farm. Fishing industry interests are imploring regulators to fully consider the impacts on fisheries. While state economic development officials tout offshore wind as an economic boon, some in the fishing industry feel the projections don’t take into account the potential damage to their sector.

‘Uninhabitable Hell:’ UN Report Warns of Planet’s Future for Millions Without Climate Action

A new report from the United Nations found that political leaders and industry leaders are failing to do the necessary work to stop the world from becoming an “uninhabitable hell” for millions of people as the climate crisis continues and natural disasters become more frequent, as Al-Jazeera reported.

The Human Cost of Disasters 2000-2019 was released Monday to mark the International Day for Disaster Risk Reduction, which falls on Oct. 13, according to a statement from the office behind the report.

The bulk of the disasters were climate-related, as there were sharp increases in the number of floods, storms, heat waves, droughts, hurricanes and wildfires in the last two decades, according to CNN.

The report found that the world is on a worrying trend line as natural disasters become more frequent and more expensive. In the last 20 years, there were more than 7,300 natural disasters worldwide, accounting for nearly $3 trillion in damages. That’s almost double the prior two decades when there were just over 4,200 natural disasters that totaled $1.6 trillion in economic losses, according to the statement.

“It is baffling that we willingly and knowingly continue to sow the seeds of our own destruction,” said UNDRR chief Mami Mizutori and Debarati Guha-Sapir of Belgium’s Center for Research on the Epidemiology of Disasters, in a joint foreword to the report, as CNN reported.

“It really is all about governance if we want to deliver this planet from the scourge of poverty, further loss of species and biodiversity, the explosion of urban risk and the worst consequences of global warming.”

China’s President Xi Jinping surprised the global community recently by committing his country to net-zero emissions by 2060. Prior to this announcement, the prospect of becoming “carbon neutral” barely rated a mention in China’s national policies.

China currently accounts for about 28% of global carbon emissions – double the U.S. contribution and three times the European Union’s. Meeting the pledge will demand a deep transition of not just China’s energy system, but its entire economy.

Importantly, China’s use of coal, oil and gas must be slashed, and its industrial production stripped of emissions. This will affect demand for Australia’s exports in coming decades.

It remains to be seen whether China’s climate promise is genuine, or simply a ploy to win international favor. But it puts pressure on many other nations – not least Australia – to follow.

New York says goodbye to 6 dirty power plants and hello to working with communities

New York’s latest move toward its aggressive decarbonization goals makes good on the promise of a more equitable transition. On Tuesday, the New York Power Authority (NYPA), a publicly owned power utility, announced an agreement to work with environmental justice groups on a plan to transition six natural gas–fired power plants in New York City to cleaner technologies.

These are not just any power plants. The six facilities in question are “peaker plants,” designed to fire up only during times of peak demand, like hot summer days when New Yorkers are cranking up their air conditioners — and air quality is already compromised.

Peaker plants typically operate less than 10 percent of the time, but they have an outsized effect on communities and the environment. Of the city’s 16 peaker plants, most of them are at least 50 years old, and some run on especially dirty fuels like oil or kerosene. These old plants are disproportionately located in communities of color in the Bronx, Brooklyn, and Queens that are simultaneously burdened with other health risks like heat vulnerability. In addition to emitting carbon dioxide that is heating up the planet, they release harmful pollutants like nitrogen oxides, sulfur oxides, and tiny, easily inhalable particles that contribute to respiratory issues.

Residents in these communities also feel the burden year-round on their energy bills. A recent report estimated that New Yorkers pay $450 million per year to run the city’s peaker plants no more than a few hundreds hours. The report was authored by the newly formed PEAK Coalition, an alliance of five leading environmental justice groups working to replace fossil fuel peaker plants with renewable energy and battery storage.

Now NYPA has agreed to bring PEAK into the fold as it studies ways to transition its six plants to cleaner technologies. In a memorandum of understanding, the two parties agreed to “evaluate the potential to replace existing peaker units” and “augment or otherwise install renewable and battery storage systems” on these sites and in surrounding communities.

The industry that operates America’s hydroelectric dams and several environmental groups announced an unusual agreement Tuesday to work together to get more clean energy from hydropower while reducing the environmental harm from dams, in a sign that the threat of climate change is spurring both sides to rethink their decades-long battle over a large but contentious source of renewable power.

The United States generated about 7 percent of its electricity last year from hydropower, mainly from large dams built decades ago, such as the Hoover Dam, which uses flowing water from the Colorado River to power turbines. But while these facilities don’t emit planet-warming carbon dioxide, the dams themselves have often proved ecologically devastating, choking off America’s once-wild rivers and killing fish populations.

So, over the past 50 years, conservation groups have rallied to block any large new dams from being built, while proposals to upgrade older hydropower facilities or construct new water-powered energy-storage projects have often been bogged down in lengthy regulatory disputes over environmental safeguards.

The new agreement signals a desire to de-escalate this long-running war.

In a joint statement, industry groups and environmentalists said they would collaborate on a set of specific policy measures that could help generate more renewable electricity from dams already in place, while retrofitting many of the nation’s 90,000 existing dams to be safer and less ecologically damaging.

New York and New England Need More Clean Energy. Is Hydropower From Canada the Best Way to Get it?

With only months until developers start making both projects on-the-ground realities, they have seized public attention within, and beyond, their regions.

Officials and transmission line proponents say importing Canadian hydropower offers an immediate and feasible way to help decarbonize electricity portfolios in New York and New England, supporting their broader efforts to combat climate change. 

But some environmental activists say hydropower has a significant carbon footprint of its own. They fear the projects will make states look “greener” at the expense of the local environment, Indigenous communities, and ultimately, the climate. 

“We’re talking about the most environmentally and economically just pathway” to decarbonization, said Annel Hernandez, associate director of the NYC Environmental Justice Alliance. “Canadian hydro is not going to provide that.” 

To that end, environmental groups opposing Canadian hydropower say New York and New England should seize the moment to expedite local development of wind and solar power.

Smoke from California’s unprecedented wildfires was so bad that it cut a significant chunk of solar power production in the state. Solar power generation dropped off by nearly a third in early September as wildfires darkened the skies with smoke, according to the US Energy Information Administration. 

Those fires create thick smoke, laden with particles that block sunlight both when they’re in the air and when they settle onto solar panels. In the first two weeks of September, soot and smoke caused solar-powered electricity generation to fall 30 percent compared to the July average, according to the California Independent System Operator (CAISO), which oversees nearly all utility-scale solar energy in California. It was a 13.4 percent decrease from the same period last year, even though solar capacity in the state has grown about 5 percent since September 2019.

Nuclear power hinders fight against climate change
Countries investing in renewables are achieving carbon reductions far faster than those which opt to back nuclear power.

Countries wishing to reduce carbon emissions should invest in renewables, abandoning any plans for nuclear power stations because they can no longer be considered a low-carbon option.

That is the conclusion of a study by the University of Sussex Business School, published in the journal Nature Energy, which analysed World Bank and International Energy Agency data from 125 countries over a 25-year period.

The study provides evidence that it is difficult to integrate renewables and nuclear together in a low-carbon strategy, because they require two different types of grid. Because of this, the authors say, it is better to avoid building nuclear power stations altogether.

A country which favours large-scale nuclear stations inevitably freezes out the most effective carbon-reducing technologies − small-scale renewables such as solar, wind and hydro power, they conclude.

Perhaps their most surprising finding is that countries around the world with large-scale nuclear programmes do not tend to show significantly lower carbon emissions over time. In poorer countries nuclear investment is associated with relatively higher emissions.

The proliferation of new technologies has transformed areas of mobility and software into comprehensive service offerings to bolster operations. Now, public sector entities are leading the charge on a tech-driven service offering that’s been bubbling under the surface for decades: Energy Efficiency as a Service (EEaaS).

Under EEaaS, businesses and governments can underwrite the up-front costs of energy efficiency upgrades, then pay for them with the savings they get from those upgrades over the course of a long-term financial contract. Those upgrades are typically in the areas of lighting, air conditioning (HVAC) and energy management.

As an alternative funding mechanism, forms of EEaaS have existed for decades. But in contrast to typical innovation trends, the public sector is pushing ahead on EEaaS as private companies try to catch up.

Lots of utilities are coming out with carbon goals, and renewables are going to play a big part in that, said Zachary Kuznar, managing director of energy storage, microgrid and CHP development at Duke Energy.

“As you put more and more solar and wind on the grid, the batteries are going to be, in my opinion, kind of an essential resource to help smooth out that intermittency,” Kuznar said. 

“But also, as we get more into some of these more long-duration technologies, like flow batteries and others, I think it’s going to be a critical piece to potentially offset the need to build some kind of future peaking plants.”

In 1991, generation and transmission cooperative PowerSouth — then known as the Alabama Electric Cooperative — started operating a 110 MW compressed air energy storage (CAES) plant in McIntosh, Alabama.

The project was the first of its kind in the U.S., and had a 26-hour duration. It essentially served as a peaker plant, to smooth demand between the low weekday loads and high weekend peaks that came from having a predominantly residential load, according to Bobby Bailie, business development director for energy storage at Siemens Energy. Bailie used to work for Dresser-Rand, the company that built the equipment at the McIntosh plant, which was acquired by Siemens in 2015.

Nearly three decades later, the McIntosh plant is still the only operational utility-scale CAES plant in the U.S. But more recently, utilities and developers have taken a renewed interest in the technology for a completely different reason: the ability to store large amounts of renewable energy for long periods of time.

“You just can’t keep bringing on more and more solar and wind, and just have it then stop when the sun goes down,” [Jim Day, CEO of Daybreak Power] said. “With pumped storage, they were all built some decades ago and they haven’t been built since then, because there was no demand for it…. But there is now, and there will be more and more and more in the coming years.”

Pumped storage hydropower accounted for around 95% of commercial energy storage capacity in the U.S. as of 2018, with around 21.6 GW of installed capacity around the country. Facilities traditionally include two reservoirs, at different elevations; they draw power by pumping water to the upper reservoir, and generate it by passing that water through a turbine. But experts say it’s notoriously difficult to find suitable locations for the pumped hydro plants, which are large, rely on specific geographies like mountains, and have prolonged permitting and development timelines that can stretch to a decade. 

“Pumped storage is very difficult to site. It has a lot of environmental issues with it,” said Glenn McGrath, leader of the electricity statistics, uranium statistics and product innovation team at the U.S. Energy Information Administration.

In 2017, the National Hydropower Association issued a white paper looking at the challenges and opportunities tied to developing new pumped storage, and noted that past projects have generally required constructing a minimum of one dam on main stem rivers, which could affect the local ecology. According to the report, developing “closed-loop” projects — built in areas not connected to river systems — could reduce those concerns.

The ability to provide weeks — or even months — of storage could give power-to-gas technologies an edge as renewables grow on the grid, some experts think.

Jack Brouwer started thinking about the potential of using hydrogen to store massive amounts of energy around 12 years ago.

The idea was this: take inexpensive or excess renewable energy, run it through an electrolyzer to create hydrogen, store that hydrogen for as long as needed, and then use fuel cells to convert it back into electricity. Brouwer, a professor of mechanical and aerospace engineering at the University of California, Irvine, took the idea to the U.S. Department of Energy, and tried to convince the agency that the technology was essential to achieving carbon policy goals and supporting a renewables-heavy grid.

But the agency didn’t move forward with the idea so Brouwer and a group of his students began researching the issue. In 2013, they published a paper that looked at the potential of using large-scale compressed gas to store energy and smooth out intermittent wind resources. That paper caught the attention of some people at Southern California Gas Company (SoCalGas) — the nation’s largest gas utility — who reached out, saying they too had been thinking about the potential of hydrogen and wanted to talk, Brouwer said in an interview.

The discussion led to a demonstration project that was set up at UC Irvine’s campus in 2016, Brouwer said, that made renewable hydrogen from solar power using an electrolyzer — “and then taking that renewable hydrogen, injecting it into our natural gas grid and then delivering it, through our natural gas grid, to a natural gas combined cycle plant to make partially decarbonized electricity from it.”

It ran for four years. By the end, Brouwer’s vision for the technology had crystallized: transforming the natural gas delivery system into a renewable hydrogen delivery system, and using it as a cost-effective way to introduce massive amounts of storage.

“If you need to store terawatt hours of energy — which is what the grid will need if it’s 100% renewable — it’s going to be way cheaper to store it in the form of hydrogen,” Brouwer said.

Electric vehicle firms partner to ramp up charging station access, reliability

Electric vehicle (EV) charging management company EV Connect announced its Partner Program on Wednesday to expand access to EV charging stations and improve their maintenance. BTCPower, EVBox and EVoCharge were named the initial program partners.

Through the new EV Connect Manufacturer Portal, the partners can provide manufacturers with insight into charging stations’ performance, meaning maintenance can be managed more quickly and proactively, in a bid to ensure that charging station availability is not affected by downtime. The companies will be able to keep track of stations’ performance data, EV Connect CEO Jordan Ramer said, meaning they can “proactively fix stations before they break.”

For EV users, Ramer said the partnership can help expand charging station access by improving reliability at those stations and reducing downtime for maintenance issues. Meanwhile, cities and site owners looking to manage EV charging infrastructure will benefit from reduced maintenance and operating costs as issues can be more easily tracked and fixed, Ramer said.

Amid a record wave of bankruptcies, the U.S. oil and gas industry is on the verge of defaulting on billions of dollars in environmental cleanup obligations.

Even the largest companies in the industry appear to have few plans to properly clean up and plug oil and gas wells after the wells stop producing — despite being legally required to do so. While the bankruptcy process could be an opportunity to hold accountable either these firms, or the firms acquiring the assets via bankruptcy, it instead has offered more opportunities for companies to walk away from cleanup responsibilities — while often rewarding the same executives who bankrupted them. 

The results may be publicly funded cleanups of the millions of oil and gas wells that these companies have left behind. In a new report, Carbon Tracker, an independent climate-focused financial think tank, has estimated the costs to plug the 2.6 million documented onshore wells in the U.S. at $280 billion. This estimate does not include the costs to address an estimated 1.2 million undocumented wells.

Greg Rogers, a former Big Oil advisor, and co-author of a previous Carbon Tracker report on the likely costs of properly shutting down shale wells, suggested to DeSmog that oil and gas companies have factored walking away from their cleanup responsibilities into their business planning.

Airborne radioactivity increases downwind of fracking, study finds
Particles released by drilling could damage the health of nearby residents, say scientists

The radioactivity of airborne particles increases significantly downwind of fracking sites in the US, a study has found.

The Harvard scientists said this could damage the health of people living in nearby communities and that further research was needed to understand how to stop the release of the radioactive elements from under the ground.

The radioactivity rose by 40% compared with the background level in the most affected sites. The increase will be higher for people living closer than 20km to the fracking sites, which was the closest distance that could be assessed with the available data.

The scientists used data collected from 157 radiation-monitoring stations across the US between 2001 and 2017. The stations were built during the cold war when nuclear war was a threat. They compared data with the position and production records of 120,000 fracking wells.

“Our results suggest that an increase in particle radioactivity due to the extensive [fracking development] may cause adverse health outcomes in nearby communities,” the team concluded.

CABIMAS, Venezuela — For the first time in a century, there are no rigs searching for oil in Venezuela.

Wells that once tapped the world’s largest crude reserves are abandoned or left to flare toxic gases that cast an orange glow over depressed oil towns.

Refineries that once processed oil for export are rusting hulks, leaking crude that blackens shorelines and coats the water in an oily sheen.

Fuel shortages have brought the country to a standstill. At gas stations, lines go on for miles.

Venezuela’s colossal oil sector, which shaped the country and the international energy market for a century, has come to a near halt, with production reduced to a trickle by years of gross mismanagement and American sanctions. The collapse is leaving behind a destroyed economy and a devastated environment, and, many analysts say, bringing to an end the era of Venezuela as an energy powerhouse.

In Cabimas, a town on the shores of Lake Maracaibo that was once a center of production for the region’s prolific oil fields, crude seeping from abandoned underwater wells and pipelines coats the crabs that former oil workers haul from the lake with blackened hands.

When it rains, oil that has oozed into the sewage system comes up through manholes and drains, coursing with rainwater through the streets, smearing houses and filling the town with its gaseous stench.

Cabimas’s desolation marks a swift downfall for a town that just a decade ago was one of the richest in Venezuela.

A brief history of oil colonialism in Ecuador, and what happened in the decades leading up to a landmark lawsuit against Texaco in the 1990s.

Tens of thousands of Ecuadorians have been locked in legal battle with the oil major Chevron for decades. In recent years media attention has been focused on the lawyers in this case, but to understand what’s at stake we need to go back and look at what actually happened in Ecuador as the original defendant in this case, Texaco, began to explore for oil there.

Texaco began its search for Ecuadorian oil in March 1964, when the junta, the military government that had seized power the previous year, granted the firm a concession agreement. The initial agreement gave TexPet, Texaco’s Latin American subsidiary, the right to explore for oil in the Oriente region (in the eastern side of the country, covered primarily by rainforest).

Three years later, in the northern region of the concession that was home to the Indigenous A’i, or Cofán people, Texaco found what it was looking for deep under the rainforest: a vast, untapped reservoir of crude. Texaco and the government expanded their concession agreement, making a subsidiary named TexPet the “consortium operator” in charge of exploration and development of new oil fields.

TexPet’s operations in the A’i ancestral lands eventually expanded to include 15 fields, 18 production facilities, and 316 wells, as well as hundreds of miles of pipelines connecting them.

Texaco’s discovery made bold national headlines and mesmerized government officials, who anticipated that the black gold would line Ecuador’s coffers…and possibly their own pockets.

But the inhabitants of the region knew better, because by the late 1960s, Texaco and its frenzied search for oil, or sangre del diablo, “blood of the devil,” as locals came to call it, had already taken a devastating toll on Indigenous tribes including the Cofán, Secoya, Siona, Huarani, Sansahuari, Kichwa, Rumipamba, and Tetete.

Korean solar industry makes unprecedented legal challenge to “green” credentials of biomass energy

Canadian citizen joins suit against Korean government alleging irreparable harm to forests and climate from use of British Columbia wood pellets

Solar developers in South Korea are filing a potentially game-changing lawsuit against their national government today (midday Korea Standard Time, 28 September), citing unconstitutional renewable energy subsidies to wood burning that have worsened air pollution, accelerated climate change, and stunted the growth of the Korean solar energy sector. The case represents the first national-level lawsuit challenging the status of wood-burning as renewable energy.

Joining as a plaintiff in the case is a Canadian citizen who represents ancient forests of British Columbia that are being harvested to make wood pellets burned in South Korea, the UK, and Europe.  The suit represents the first time a non-Korean plaintiff has challenged the Korean government for failing in their climate duties and breaching human rights. Other plaintiffs in the case include residents of Korea who live near plants burning biomass and who are affected by the resulting air pollution.

Korea already has some of the most polluted air in the world. Last year, South Korea passed emergency powers to combat the ‘social disaster’ of air pollution leading to the temporary closure of a quarter of its coal-fired power plants.  Joojin Kim, managing director of Seoul-based Solutions For Our Climate, the organization coordinating the case, said: “Data from the plant operators themselves show that biomass plants can emit even more air pollution per megawatt-hour than coal plants, yet the Korean government is increasingly dependent on bioenergy to meet our renewable energy goals, stunting the growth of vital zero-emissions technologies like solar power.”

In addition to conventional air pollutants, burning biomass for electricity generation emits more carbon dioxide per megawatt-hour than burning coal, and multiple scientific studies have found that slow forest regrowth cannot come close to compensating for the excess greenhouse gases in time to meet emissions reduction targets. Bioenergy generation received nearly 40% of total renewable energy subsidies issued between 2014 and 2018 in Korea, the highest among renewable energy sources according to research by Solutions for Our Climate.

Microplastics can be found everywhere from Antarctica to the Pyrenees. A significant amount of plastic waste ends up in the ocean, but very little has been known about how much ends up on the ocean floor — until now.

A new study has found that the ocean floor contains nearly 15.5 tons of microplastics, CNN reported.

Researchers from Australia’s government science agency, the Commonwealth Scientific and Industrial Research Organization (CSIRO), examined microplastics on the ocean floor near the Great Australian Bight, a large expanse that comprises the bulk of the country’s southwest coastline.

The researchers used a robotic submarine to gather and analyze samples taken from six locations up to 236 miles off the coast, and up to almost 10,000 feet deep, reported CNN.

The results, which were published Monday in Frontiers in Marine Science, revealed about 35 times more plastic at the bottom of the ocean than floating at the surface. In 51 samples taken between March and April 2017, researchers found an average of 1.26 microplastic pieces per gram of sediment, a concentration that’s up to 25 times greater than any previous deep-sea study, CNN reported.
